AN ACT Relating to the state capitol campus; amending RCW 1
43.34.010, 43.34.040, 43.34.080, and 43.34.090; adding new sections 2
to chapter 43.34 RCW; creating a new section; and repealing RCW 3
43.34.015. 4
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:5
NEW SECTION. Sec. 1. The legislature finds that the state 6
capitol campus as defined in RCW 43.34.040 is a beautiful, one-of-a-7
kind site whose buildings, grounds, and memorials honor the values of 8
democracy and self-determination and the sacrifices of those who have 9
come before. As such, the people of the state wish the state capitol 10
campus, its design, buildings, grounds, memorials, and markers to be 11
carefully stewarded so as to preserve and amplify its beauty and 12
continue to inspire generations to come.13
NEW SECTION. Sec. 2. A new section is added to chapter 43.34 14
RCW to read as follows: 15
In accordance with RCW 79.24.720, the state capitol committee 16
will review proposed capital projects for the capitol campus and make 17
a recommendation to the legislature regarding importance, impact, and 18
prioritization of proposed projects for the state capital budget. 19
Major capital projects on the capitol campus must be reviewed and 20

approved by the state capitol committee. By March 31st of each year, 1
the department of enterprise services shall present information on 2
proposed capital projects for the capitol campus to the state capitol 3
committee. By June 30th of each year the state capitol committee 4
shall make a recommendation to the department of enterprise services 5
on proposed capital projects for the capitol campus.6
Sec. 3. RCW 43.34.010 and 1997 c 279 s 1 are each amended to 7
read as follows: 8
(1) The membership of the state capitol committee consists of:9
(a) The governor or the governor's designee((, the));10
(b) The lieutenant governor((, the)) or the lieutenant governor's 11
designee;12
(c) The secretary of state ((, and the )) or the secretary's 13
designee;14
(d) The commissioner of public lands ((, ex officio, shall 15
constitute the state capitol committee )) or the commissioner's 16
designee;17
(e) The superintendent of public instruction or the 18
superintendent's designee;19
(f) The state treasurer or the treasurer's designee;20
(g) The attorney general or the attorney general's designee;21
(h) The chief justice of the supreme court or the chief justice's 22
designee;23
(i) One member of the house of representatives state government 24
and tribal relations committee or successor committee, from each of 25
the two largest caucuses of the house, appointed by the speaker of 26
the house;27
(j) One member of the house of representatives capital budget 28
committee or successor committee, from each of the two largest 29
caucuses of the house, who must serve as the chair, vice chair, 30
ranking member, or assistant ranking member of the committee, 31
appointed by the speaker of the house;32
(k) One member of the senate state government, tribal affairs and 33
elections committee or successor committee, from each of the two 34
largest caucuses of the senate, appointed by the president of the 35
senate; and36
(l) One member of the senate ways and means committee or 37
successor committee, from each of the two largest caucuses of the 38
senate, who must serve as the chair, capital budget vice chair, 39

capital budget ranking member, or capital budget assistant ranking 1
member, appointed by the president of the senate. 2
(2) The state capitol committee shall elect a chair and vice 3
chair by a majority vote. The chair and vice chair must be from 4
different branches of government. For purposes of this subsection, 5
the lieutenant governor is a member of the executive branch. Both the 6
chair and vice chair shall serve one-year terms.7
(3) A majority of all committee members constitutes a quorum.8
(4) The department of enterprise services shall provide staff 9
support to the state capitol committee and maintain its records.10
Sec. 4. RCW 43.34.040 and 1965 c 8 s 43.34.040 are each amended 11
to read as follows: 12
((The state capitol committee may erect one or more permanent 13
buildings; one or more temporary buildings; excavate or partially 14
excavate for any such building or buildings; partially erect any such 15
building or buildings; make other temporary or permanent improvements 16
wholly or in part; upon the capitol grounds belonging to the state 17
and known as the "Sylvester site" or "Capitol place" in Olympia, 18
Washington.)) (1) The state capitol committee has responsibility for 19
building construction, building naming recommendations, approval of 20
campus master plans, and special designations regarding the capitol 21
campus; and approval of memorials, artwork, and statues in all public 22
spaces of the capitol campus. The committee must review and approve 23
all capitol projects on the capitol campus and substantial changes to 24
the campus.25
(2) The committee shall provide policy and risk mitigation 26
guidance on security matters for the capitol campus.27
(3) The committee shall provide recommendations for rule making 28
for the capitol campus.29
(4) The department of enterprise services shall present to the 30
committee for approval an updated campus stewardship programmatic 31
report by December 1st of each even-numbered year, which must 32
include, but is not limited to: Landscaping of state capitol 33
facilities and grounds; historic preservation; and maintenance of 34
capitol facilities on campus.35
(5) For purposes of this chapter, "capitol campus" means those 36
grounds owned by the state and otherwise designated as state capitol 37
grounds, including the west capitol campus, the east capitol campus, 38
Sylvester Park, the Old Capitol Building, Capitol Lake, and ways open 39

to the public and specified adjoining lands and roadways, including 1
the north capitol campus and Centennial Park, Dolliver Building, 2
ProArts Building, 721 Columbia Building, Start Farm Building, 120 3
Union Building, and Washington Building. 4
Sec. 5. RCW 43.34.080 and 2013 2nd sp.s. c 19 s 7015 are each 5
amended to read as follows: 6
(1) The capitol campus design ((advisory committee)) subcommittee 7
is established as an advisory group to the state capitol committee 8
and the director of enterprise services to review programs, planning, 9
design, and landscaping of state capitol facilities and grounds and 10
to make recommendations that will contribute to the attainment of 11
architectural, aesthetic, functional, and environmental excellence in 12
design and maintenance of capitol facilities on campus and located in 13
neighboring communities. 14
(2) The ((advisory committee)) subcommittee shall consist of the 15
following persons who shall be appointed by and serve at the pleasure 16
of the director of enterprise services: 17
(a) Two architects; 18
(b) A landscape architect; ((and))19
(c) An urban planner;20
(d) Three campus agency facility operations leaders, at least one 21
of whom must be a facility operations leader from either the house of 22
representatives or senate; and23
(e) The director of the Washington state arts commission or the 24
director's designee. 25
((The director of enterprise services shall appoint the chair and 26
vice chair and shall provide the staff and resources necessary for 27
implementing this section. The advisory committee shall meet at least 28
once every ninety days and at the call of the chair.29
The members of the committee shall be reimbursed as provided in 30
RCW 43.03.220 and 44.04.120.31
(3) The advisory committee shall also consist of the secretary of 32
state and two members of the house of representatives, one from each 33
caucus, who shall be appointed by the speaker of the house of 34
representatives, and two members of the senate, one from each caucus, 35
who shall be appointed by the president of the senate.36
(4))) (3) The ((advisory committee )) subcommittee shall review 37
plans and designs affecting state capitol facilities as they are 38

developed. The ((advisory committee's )) subcommittee's review shall 1
include: 2
(a) The process of solicitation and selection of appropriate 3
professional design services including design-build proposals;4
(b) Compliance with the capitol campus master plan and design 5
concepts as adopted by the capitol committee; 6
(c) The design, siting, and grouping of state capitol facilities 7
relative to the service needs of state government and the impact upon 8
the local community's economy, environment, traffic patterns, and 9
other factors; and10
(d) ((The relationship of overall state capitol facility planning 11
to the respective comprehensive plans for long-range urban 12
development of the cities of Olympia, Lacey, and Tumwater, and 13
Thurston county; and14
(e))) Landscaping plans and designs, including planting 15
proposals, street furniture, sculpture, monuments, and access to the 16
capitol campus and buildings. 17
(((5) For development of the property known as the 1063 block, 18
the committee may review the proposal selected by the department of 19
enterprise services but must not propose changes that will affect the 20
scope, budget, or schedule of the project. )) (4) In addition, the 21
subcommittee shall:22
(a) Provide experience and context to blend operations with 23
design and construction, thinking through current constraints and 24
identifying ongoing costs;25
(b) Provide guidance and planning for the 10-year department of 26
enterprise services capitol campus capital plan; and27
(c) Provide recommended timing for ongoing campus facility 28
renewals, such as information technology infrastructure and carpet.29
Sec. 6. RCW 43.34.090 and 2015 c 225 s 74 are each amended to 30
read as follows: 31
(1) The legislature shall by concurrent resolution approve names 32
for new or existing buildings on the state capitol ((grounds based 33
upon recommendations from )) campus. The legislature may only approve 34
building names recommended by a vote of the state capitol committee 35
((and the director of the department of enterprise services, with the 36
advice of the capitol campus design advisory committee )), subject to 37
the following limitations: 38

(a) An existing building may be renamed only after a substantial 1
renovation where renovation costs exceed 50 percent of the 2
replacement cost for the building, or a project that includes 3
rehabilitation of more than 50 percent of the building as determined 4
by the department of enterprise services, or a change in the 5
predominant tenant agency headquartered in the building.6
(b) A new or existing building may be named or renamed after:7
(i) An individual who has played a significant role in Washington 8
history; 9
(ii) The purpose of the building; 10
(iii) The single or predominant tenant agency headquartered in 11
the building; 12
(iv) A significant place name or natural place in Washington;13
(v) A Native American tribe located in Washington; or14
(vi) A group of people or type of person((;15
(vii) Any other appropriate person consistent with this section 16
as recommended by the director of the department of enterprise 17
services)). 18
(c) Buildings may be named after individuals only after the named 19
individual has been deceased for 10 years.20
(d) The names on the facades of the state capitol group shall not 21
be removed. 22
(2) The legislature shall approve by concurrent resolution names 23
for new or existing public rooms or spaces on the ((west)) capitol 24
campus based solely upon recommendations from the state capitol 25
committee ((and the director of the department of enterprise 26
services, with the advice of the capitol campus design advisory 27
committee)), subject to the following limitations:28
(a) An existing room or space may be renamed only after a 29
substantial renovation; 30
(b) A new or existing room or space may be named or renamed only 31
after: 32
(i) An individual who has played a significant role in Washington 33
history; 34
(ii) The purpose of the room or space; 35
(iii) A significant place name or natural place in Washington;36
(iv) A Native American tribe located in Washington; or37
(v) A group of people or type of person((;38

(vi) Any other appropriate person consistent with this section as 1
recommended by the director of the department of enterprise 2
services)). 3
(3) When naming or renaming buildings, rooms, and spaces under 4
this section, consideration must be given to: (a) Any disparity that 5
exists with respect to the gender of persons after whom buildings, 6
rooms, and spaces are named on the state capitol grounds; (b) the 7
diversity of human achievement; and (c) the diversity of the state's 8
citizenry and history. 9
(4) For purposes of this section, " ((state)) capitol ((grounds)) 10
campus" means ((buildings and land)) those grounds owned by the state 11
and otherwise designated as state capitol grounds, including the west 12
capitol campus, the east capitol campus, ((the north capitol campus, 13
the Tumwater campus, the Lacey campus, )) Sylvester Park, ((Centennial 14
Park,)) the Old Capitol Building, ((and)) Capitol Lake, and ways open 15
to the public and specified adjoining lands and roadways, including 16
the north capitol campus and Centennial Park, Dolliver Building, 17
ProArts Building, 721 Columbia Building, State Farm Building, 120 18
Union Building, and Washington Building. 19
NEW SECTION. Sec. 7. A new section is added to chapter 43.34 20
RCW to read as follows: 21
(1) Any memorial established on the capitol campus must be 22
reviewed and approved by the state capitol committee. The committee 23
will make recommendations to the legislature for funding. Both major 24
and minor memorial works projects are subject to state capitol 25
committee review and approval. 26
(2) The state capitol committee will review and approve artwork 27
in public spaces on the capitol campus. The state capitol committee 28
shall receive recommendations from the capitol campus design 29
subcommittee concerning artwork. Subject to the approval of the state 30
capitol committee, the subcommittee may adopt a process for 31
installation and removal of artwork in public spaces including 32
buildings of the capitol campus. Both the subcommittee and the state 33
capitol committee may work with the Washington state arts commission 34
to facilitate artwork on the capitol campus. 35

NEW SECTION. Sec. 8. RCW 43.34.015 (Secretary of committee — 1
Committee records) and 1997 c 279 s 2 & 1965 c 8 s 43.34.015 are each 2
repealed.3
