AN ACT Relating to regulating exterior cladding materials; adding 1
a new section to chapter 35.21 RCW; adding a new section to chapter 2
35A.21 RCW; and adding a new section to chapter 36.01 RCW.3
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:4
NEW SECTION. Sec. 1. A new section is added to chapter 35.21 5
RCW to read as follows: 6
(1) Except as provided in subsection (3) of this section, a city 7
is prohibited from requiring or excluding exterior cladding materials 8
that are in compliance with the state building code.9
(2) "Exterior cladding" means a nonload-bearing material attached 10
to the exterior of a building. 11
(3) The limitation in this section does not apply to homeowners' 12
associations governed by chapter 64.38 RCW and plat communities 13
governed by chapter 64.90 RCW. 14

RCW to read as follows: 16
(1) Except as provided in subsection (3) of this section, a code 17
city is prohibited from requiring or excluding exterior cladding 18
