AN ACT Relating to creating an advisory committee on electric 1
vehicle charger infrastructure property crime; adding a new chapter 2
to Title 43 RCW; and providing an expiration date. 3
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:4
NEW SECTION. Sec. 1. (1) The department of commerce, along with 5
the department of transportation, shall convene an advisory committee 6
on electric vehicle charger infrastructure property crime that is 7
established with members as provided in this section. The advisory 8
committee must include at least:9
(a) One representative of the Washington state attorney general's 10
office; 11
(b) One representative of a law enforcement agency or association 12
whereby electric vehicle charger property crime is impacting the 13
agency's or association's jurisdiction specializing in theft 14
prevention or property crimes; 15
(c) One representative of a recycled materials association or 16
trade organization operating in the state of Washington with 17
experience in nonferrous metals recycling; 18
(d) Two representatives from the electric vehicle services 19
equipment industry whereby both level 2 and level 3 charging 20
providers are included; 21

(e) One representative from a local governmental agency or 1
association representing a city whereby electric vehicle charger 2
property crime is impacting the agency's or association's community;3
(f) One representative from a power utility whereby electric 4
vehicle charger property crime is impacting the utility's service 5
territory; 6
(g) One representative from a county whereby electric vehicle 7
charger property crime is impacting the county; 8
(h) Two representatives of a neighborhood or community advocacy 9
group from communities heavily impacted by metal theft or illegal 10
recycling activities; and 11
(i) One representative with technical expertise in the electric 12
vehicle charging industry. 13
(2) The members of the advisory committee shall be appointed by 14
the secretary of the department of commerce. Members must reflect the 15
geographic, racial, and ethnic diversity of the state of Washington 16
and be inclusive of historically marginalized communities.17
(3) The advisory committee shall: 18
(a) Provide guidance and recommendations on actions to reduce 19
instances of electric vehicle charger property crime in the state of 20
Washington; 21
(b) Be available to respond to Washington legislator questions or 22
requests related to electric vehicle charger property crime;23
(c) Submit an annual report detailing its findings, 24
recommendations, and activities to the appropriate committees of the 25
legislature and the governor by December 1st of each year.26
(4) The advisory committee members shall preserve the right to 27
maintain and protect trade secrets, subject to existing trade secret 28
laws and rules. 29
(5) The department of commerce and the department of 30
transportation shall regularly consult with the advisory committee. 31
The department of commerce shall convene the advisory committee for 32
its initial meeting by November 1, 2025. The advisory committee shall 33
be staffed by the department of commerce. 34
(6) This section expires December 31, 2030. 35
NEW SECTION. Sec. 2. Section 1 of this act constitutes a new 36
chapter in Title 43 RCW.37
