AN ACT Relating to establishing a colocated community facility 1
and work release center in the general administration building on the 2
state capitol campus; adding a new chapter to Title 72 RCW; and 3
declaring an emergency. 4
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:5
NEW SECTION. Sec. 1. The legislature finds that too often both 6
juvenile inmates and adult inmates do not have readily available 7
access to their legislators and their government. Furthermore, the 8
legislature finds that the state of Washington owns surplus property 9
conveniently located directly on the state capitol campus. Inmates 10
would benefit from being placed directly on the state capitol campus 11
and it would enhance the ability of legislators to meet directly with 12
inmates.13
The legislature further finds that the general administration 14
building is a historically significant building that is worth 15
preserving. The building was designed by the prominent Tacoma 16
architect, A. Gordon Lumm and is an important example of modern 17
architecture on the capitol campus. The sparsely decorated exterior 18
and minimalist appearance is representative of the international 19
style and would make a suitable building to house inmates.20

Therefore, the legislature finds that a new community facility 1
and work release center should be colocated using the general 2
administration building. 3
NEW SECTION. Sec. 2. This act may be cited as the inmates in 4
Olympia act.5
NEW SECTION. Sec. 3. There is established in Olympia, Thurston 6
county, a dual community institution known as the Washington capitol 7
reentry center.8
NEW SECTION. Sec. 4. The purpose of the Washington capitol 9
reentry center is to provide qualifying adult and juvenile inmates 10
with the opportunity to be conveniently located in close proximity to 11
publicly elected officials to ensure their full participation in the 12
legislative process.13
NEW SECTION. Sec. 5. (1) The secretary of the department of 14
children, youth, and families and the secretary of the department of 15
corrections shall jointly develop and implement the colocation of a 16
community facility, as defined in RCW 72.05.020, and work release 17
facility under chapter 72.65 RCW at the Washington capitol reentry 18
center.19
(2) Except as provided in section 6 of this act, the Washington 20
capitol reentry center shall comply with any other relevant laws.21
NEW SECTION. Sec. 6. (1) The secretary of the department of 22
children, youth, and families and the secretary of the department of 23
corrections shall jointly provide notice of plans to colocate a 24
community facility and work release facility pursuant to this 25
section.26
(2) The secretaries shall provide notice: 27
(a) To all newspapers of general circulation in the local area 28
and all local radio stations, television stations, and cable 29
networks; 30
(b) To appropriate school districts, private schools, 31
kindergartens, city and county libraries, and all other local 32
government offices within a one-half mile radius of the Washington 33
capitol reentry center; 34

(c) To the local chamber of commerce, local economic development 1
agencies, and any other local organizations that request such 2
notification; 3
(d) In writing to all residents and/or property owners within a 4
one-half mile radius of the Washington capitol reentry center;5
(e) In writing to any government subunit, individual working for 6
a government, and any elected official located within a one-half mile 7
from the Washington capitol reentry center; 8
(f) During a special joint notice session to be broadcast live 9
from the steps of the Washington capitol reentry center on TVW; and10
(g) During a public meeting in the local community affected by 11
the siting. 12
(3) The requirements of RCW 72.05.400 and 72.65.220 do not apply 13
to a colocated community facility and work release facility 14
established under this act. 15
(4) Members of the public may provide public comment on the 16
siting of the center by writing to their state elected 17
representatives. 18
NEW SECTION. Sec. 7. Sections 1 through 6 of this act 19
constitute a new chapter in Title 72 RCW.20
NEW SECTION. Sec. 8. This act is necessary for the immediate 21
preservation of the public peace, health, or safety, or support of 22
the state government and its existing public institutions, and takes 23
effect immediately.24
