AN ACT Relating to making expenditures from the budget 1
stabilization account for declared catastrophic events; creating a 2
new section; making an appropriation; and declaring an emergency.3
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:4
NEW SECTION. Sec. 1. On August 2, 2024, the governor declared a 5
state of emergency in all counties due to threats to life and 6
property from existing and threatened wildfires.7
NEW SECTION. Sec. 2. FOR THE DEPARTMENT OF NATURAL RESOURCES — 8
FIRES. The sum of $77,687,000 is appropriated from the budget 9
stabilization account for the fiscal year ending June 30, 2025, and 10
is provided solely for fire suppression costs incurred by the 11
department of natural resources during the 2024 fire season. For 12
purposes of RCW 43.88.055(4), the appropriation in this section does 13
not alter the requirement to balance in ensuing biennia.14
NEW SECTION. Sec. 3. This act is necessary for the immediate 15
preservation of the public peace, health, or safety, or support of 16
