AN ACT Relating to cost-of-living adjustments for community and 1
technical college employees; and amending RCW 28B.50.465 and 2
28B.50.468. 3
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:4
Sec. 1. RCW 28B.50.465 and 2013 2nd sp.s. c 5 s 2 are each 5
amended to read as follows: 6
(1) Academic employees of community and technical college 7
districts shall be provided an annual salary cost-of-living increase 8
in accordance with this section. ((For purposes of this section, 9
"academic employee" has the same meaning as defined in RCW 10
28B.52.020.))11
(a) ((Beginning with the 2001-2002 fiscal year, and for each 12
subsequent)) Every fiscal year ((, except as provided in (d) of this 13
subsection,)) each college district shall receive a cost-of-living 14
allocation sufficient to increase academic employee salaries, 15
including mandatory salary-related benefits, by the rate of the 16
yearly increase in the cost-of-living index. 17
(b) A college district shall distribute its cost-of-living 18
allocation for salaries and salary-related benefits in accordance 19
with the district's salary schedules, collective bargaining 20
agreements, and other compensation policies. No later than the end of 21

the fiscal year, each college district shall certify to the college 1
board that it has spent funds provided for cost-of-living increases 2
on salaries and salary-related benefits. 3
(c) The college board shall include any funded cost-of-living 4
increase in the salary base used to determine cost-of-living 5
increases for academic employees in subsequent years.6
(d) ((Beginning with the 2001-2002 fiscal year, and for each 7
subsequent fiscal year except for the 2013-2014 and 2014-2015 fiscal 8
years, the )) The state shall fully fund the cost-of-living increase 9
set forth in this section. 10
(2) For the purposes of this section((, "cost)):11
(a) "Academic employee" has the same meaning as defined in RCW 12
28B.52.020.13
(b) "Cost-of-living index" means, ((for any fiscal year, the 14
previous calendar year's annual average consumer price index, using 15
the official current base, compiled by the bureau of labor 16
statistics, United States department of labor for the state of 17
Washington. If the bureau of labor statistics develops more than one 18
consumer price index for areas within the state, the index covering 19
the greatest number of people, covering areas exclusively within the 20
boundaries of the state, and including all items shall be used for 21
the cost-of-living index in this section )) beginning with the 22
2025-2027 fiscal biennium, the implicit price deflator for the 23
previous calendar year as of the beginning of the school year, using 24
the official current base, compiled by the bureau of economic 25
analysis, United States department of commerce. 26
Sec. 2. RCW 28B.50.468 and 2013 2nd sp.s. c 5 s 3 are each 27
amended to read as follows: 28
(1) Classified employees of technical colleges shall be provided 29
an annual salary cost-of-living increase in accordance with this 30
section. ((For purposes of this section, "technical college" has the 31
same meaning as defined in RCW 28B.50.030.)) This section applies to 32
only those classified employees under the jurisdiction of chapter 33
41.56 RCW. 34
(a) ((Beginning with the 2001-2002 fiscal year, and for each 35
subsequent)) Every fiscal year ((, except as provided in (d) of this 36
subsection,)) each technical college board of trustees shall receive 37
a cost-of-living allocation sufficient to increase classified 38
