AN ACT Relating to the Yakima Valley School; and amending RCW 1
71A.20.020 and 71A.20.180. 2
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:3
Sec. 1. RCW 71A.20.020 and 2011 1st sp.s. c 30 s 5 are each 4
amended to read as follows: 5
(((1) Except as provided in subsection (2) of this section, the )) 6
The following residential habilitation centers are permanently 7
established to provide services to persons with developmental 8
disabilities: Lakeland Village, located at Medical Lake, Spokane 9
county; Rainier School, located at Buckley, Pierce county; Yakima 10
Valley School, located at Selah, Yakima county; and Fircrest School, 11
located at Seattle, King county. 12
(((2) The Yakima Valley School, located at Selah, Yakima county, 13
shall cease to operate as a residential habilitation center when the 14
conditions in RCW 71A.20.180(2)(b) are met.))15
Sec. 2. RCW 71A.20.180 and 2017 3rd sp.s. c 19 s 1 are each 16
amended to read as follows: 17
(1)(((a))) The Yakima Valley School shall ((continue to)) operate 18
as a residential habilitation center ((until such time that the 19
census of permanent residents has reached eight persons. Upon such 20

time as the facility closes to full residential care, the )). The 1
facility ((must thereafter )) may operate crisis stabilization beds 2
and only so many respite service beds as the needs of the department-3
identified catchment area or as emergency placement needs require, 4
subject to the availability of amounts appropriated for this specific 5
purpose. 6
(((b) As of October 19, 2017, no new long-term admissions are 7
permitted.))8
(2) The department, within available funds: 9
(a) Shall establish state-operated living alternatives, within 10
funds specifically provided in the omnibus appropriations act, to 11
provide community residential services to residential habilitation 12
center residents transitioning to the community under chapter 30, 13
Laws of 2011 1st sp. sess. who prefer a state-operated living 14
alternative. The department shall offer residential habilitation 15
center employees opportunities to work in state-operated living 16
alternatives as they are established; 17
(b) May use existing supported living program capacity in the 18
community for former residential habilitation center residents who 19
prefer and choose a supported living program; 20
(c) Shall establish up to eight state-staffed crisis 21
stabilization beds and up to eight state-staffed respite beds based 22
upon funding provided in the omnibus appropriations act and the 23
geographic areas with the greatest need for those services;24
(d) Shall establish regional or mobile specialty services evenly 25
distributed throughout the state, such as dental care, physical 26
therapy, occupational therapy, and specialized nursing care, which 27
can be made available to former residents of residential habilitation 28
centers and, within available funds, other individuals with 29
developmental disabilities residing in the community; and30
(e) Shall continue to provide respite services in residential 31
habilitation centers and continue to develop respite care in the 32
community. 33
