AN ACT Relating to authorizing the Washington state leadership 1
board to solicit gifts, grants, and endowments from public or private 2
sources; and amending RCW 43.388.010. 3
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:4
Sec. 1. RCW 43.388.010 and 2022 c 96 s 2 are each amended to 5
read as follows: 6
(1) The Washington state leadership board is designated a trustee 7
for the state of Washington. 8
(2) The purpose of the Washington state leadership board is to:9
(a) Provide the state a means of extending formal recognition for 10
an individual's outstanding services to the state; and11
(b) Expand educational, sports, leadership, and/or employment 12
opportunities for youth, veterans, and people with disabilities in 13
Washington state by administering the following programs:14
(i) Washington world fellows; 15
(ii) Sports mentoring; 16
(iii) Boundless Washington; and 17
(iv) Compassion scholars. 18
(3) The Washington state leadership board may conduct activities 19
in support of their mission. 20

(4)(a) The Washington state leadership board is governed by a 1
board of directors. The board of directors is composed of the 2
governor, the lieutenant governor, and the secretary of state, who 3
serve as ex officio, nonvoting members, and other officers and 4
members as the Washington state leadership board designates. In 5
addition, four legislators may be appointed to the board of directors 6
as ex officio members in the following manner: One legislator from 7
each of the two largest caucuses of the senate, appointed by the 8
president of the senate, and one legislator from each of the two 9
largest caucuses of the house of representatives, appointed by the 10
speaker of the house of representatives. 11
(b) The Washington state leadership board shall appoint its 12
executive director with the consent of the lieutenant governor. The 13
lieutenant governor may remove an executive director for cause if a 14
majority of the Washington state leadership board votes for removal.15
(5) The board of directors shall adopt bylaws and establish 16
governance and transparency policies. 17
(6) The lieutenant governor's office may provide facilities and 18
administrative support for the Washington state leadership board, 19
where the work of the board aligns with the mission of the office. 20
Assistance from the lieutenant governor's office may include, but is 21
not limited to: 22
(a) Collaboration with the Washington state leadership board on 23
the Washington world fellows program, a college readiness and study 24
abroad fellowship; 25
(b) Collaboration with the Washington state leadership board to 26
administer the sports mentoring program as established under RCW 27
43.388.040, a mentoring program to encourage underserved youth to 28
join sports or otherwise participate in the area of sports. If 29
approved by the board of directors, boundless Washington, an outdoor 30
leadership program for young people with disabilities, shall satisfy 31
the terms of the sports mentoring program; and 32
(c) The compilation of a yearly financial report, which shall be 33
made available to the appropriate committees of the legislature no 34
later than January 15th of each year, detailing all revenues and 35
expenditures associated with the Washington world fellows program and 36
the sports mentoring program. 37
(7) The legislature may make appropriations in support of the 38
Washington state leadership board subject to the availability of 39
funds. 40

(8) The Washington state leadership board must post on its 1
website detailed information on all funds received by the board and 2
all expenditures by the board. 3
(9)(a) The Washington state leadership board may solicit and 4
receive gifts, grants, and endowments from public or private sources 5
that are made for the use or benefit of the board. The board may 6
expend such funds or any income therefrom according to their terms 7
and the purpose of this chapter, including but not limited to 8
advancing the board's mission to cultivate leadership skills in 9
Washington state youth and to strengthen statewide civic engagement, 10
education, and service opportunities.11
(b) The executive director of the board shall report such funds 12
received from private sources to the office of financial management 13
on a regular basis.14
(c) Funds received from private sources under this subsection 15
shall not be applied to reduce or substitute for the board's budget 16
as appropriated by the legislature, but shall be applied and expended 17
toward projects, programs, and functions authorized by this chapter 18
that were not funded by the legislature.19
