AN ACT Relating to partnering with a mobile pregnancy application 1
to improve maternal and infant health; adding a new section to 2
chapter 41.05 RCW; and creating a new section. 3
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:4
NEW SECTION. Sec. 1. (1) To address the disparities in maternal 5
and infant health in Washington among the medicaid eligible 6
population, improving the continuum of care through awareness of 7
available programs, supports, and services is vital. Unfortunately, 8
too many pregnant patients remain unaware of critical maternal and 9
infant health programs available in Washington. For example, 10
perinatal substance use services can provide critical support to 11
expecting patients, yet many remain unaware or unable to access these 12
services in a timely or coordinated manner.13
(2) The legislature therefore intends to close this gap. To do 14
so, the state shall develop a mobile pregnancy application that 15
connects medicaid eligible users to educational resources, care 16
coordination, and state funded programs, supports, and services.17
(3) With this pregnancy application, the legislature further 18
intends to modernize outreach to state programs, improve maternal and 19
infant health outcomes, and ensure equitable access to available 20
programs, supports, and services. 21

NEW SECTION. Sec. 2. A new section is added to chapter 41.05 1
RCW to read as follows: 2
(1) The authority shall partner with a mobile pregnancy 3
application to promote awareness of the government maternal and 4
infant health programs and information available to prenatal, 5
pregnant, and postpartum women who are enrolled in medical assistance 6
under chapter 74.09 RCW. The authority may contract for such mobile 7
application on a statewide basis following a competitive bidding 8
process pursuant to requirements outlined in chapter 39.26 RCW.9
(2) The authority shall include the following mobile application 10
deliverables in its request for proposal: 11
(a) The mobile application must have the capability to deliver 12
education, resources, and support to prenatal, pregnant, and 13
postpartum women and their families, including information specific 14
to Washington state such as links to the authority, the department of 15
health, and other state agency programs and resources available to 16
prenatal, pregnant, and postpartum women; 17
(b) The mobile application must demonstrate a consistent workflow 18
to increase awareness of state agency programs and resources 19
available to users of the mobile application; 20
(c) The mobile application platform must be able to survey 21
specific questions from its users as determined by the authority or 22
other agencies in the state; 23
(d) The mobile application must include information and resources 24
that meet acceptable clinical standards as determined by the 25
authority; 26
(e) The mobile application must be provided in multiple 27
languages; 28
(f) The mobile application must be available on both Android and 29
iOS platforms; and 30
(g) The selected vendor for the mobile application must regularly 31
provide the authority with aggregate, deidentified data concerning:32
(i) The number of users of the mobile application for medicaid;33
(ii) The number of users of the mobile application that are 34
engaging with content specific to the state of Washington;35
(iii) The number of users of the mobile application seeking 36
additional information about medicaid enrollment or other available 37
resources; 38
(iv) The number of monthly users of the mobile application;39
(v) The number of daily users of the mobile application;40

(vi) The average length of time a user uses the mobile 1
application; and 2
(vii) Any other information requested by the authority or other 3
state agencies. 4
(3) The authority shall issue a request for proposal pursuant to 5
this act within 180 days of the effective date of this section.6
(4) The authority shall collaborate with the department of health 7
to ensure that information on the selected mobile pregnancy 8
application is included in the informational resources as directed in 9
RCW 43.70.619. 10
