AN ACT Relating to removing the requirement that women's 1
commission members be subject to senate confirmation; and amending 2
RCW 43.119.020. 3
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:4
Sec. 1. RCW 43.119.020 and 2018 c 98 s 3 are each amended to 5
read as follows: 6
(1) The Washington state women's commission shall consist of nine 7
members appointed by the governor ((with the advice and consent of 8
the senate)). 9
(2) The governor shall consider ((nominations for )) membership 10
appointments based upon maintaining a balanced and diverse 11
distribution of ethnic, geographic, gender, sexual orientation, age, 12
socioeconomic status, and occupational representation, where 13
practicable. 14
(3) All commission members shall serve at the pleasure of the 15
governor, but in no case may any member serve more than three years 16
without formal reappointment by the governor. All legislative 17
advisory members shall serve for a two-year term and the position of 18
any legislative advisory member shall be deemed vacated whenever such 19
member ceases to be a member of the house from which the member was 20

commission, three shall be appointed to serve one year, three to 1
serve two years, and three to serve three years. Upon expiration of 2
such terms, subsequent appointments shall be for three years. Any 3
vacancies occurring in the membership of the commission shall be 4
filled for the remainder of the unexpired term in the same manner as 5
the original appointments. 6
(4) Two members of the senate, one from each of the two major 7
political parties, appointed by the president of the senate, and two 8
members of the house of representatives, one from each of the two 9
major political parties, appointed by the speaker of the house of 10
representatives, shall serve as advisory members. 11
(5)(a) Nonlegislative members shall be reimbursed for expenses 12
incurred in the performance of their duties in accordance with RCW 13
43.03.050 and 43.03.060. 14
(b) Legislative members shall be reimbursed for expenses incurred 15
in the performance of their duties in accordance with RCW 44.04.120.16
(6) A simple majority of the commission's membership constitutes 17
a quorum for the purpose of conducting business. 18
