AN ACT Relating to creating an additional regional training 1
option for the basic law enforcement academy; adding a new section to 2
chapter 43.101 RCW; making an appropriation; and providing an 3
expiration date. 4
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:5
NEW SECTION. Sec. 1. A new section is added to chapter 43.101 6
RCW to read as follows: 7
(1) The commission shall establish and provide no fewer than two 8
basic law enforcement academy classes at a new regional training 9
academy in the largest city within a county with a population greater 10
than 300,000 persons. Funding in this subsection is sufficient for 11
100 percent of the costs of providing two classes per year beginning 12
in fiscal year 2026. The criminal justice training commission must 13
schedule its funded classes to minimize wait times throughout each 14
fiscal year and meet statutory wait time requirements. The criminal 15
justice training commission must track and report the average wait 16
time for students at the beginning of each class and provide the 17
findings in an annual report to the legislature due in December of 18
each year. The two classes per year are in addition to the classes 19
currently provided by the commission. 20

NEW SECTION. Sec. 2. The sum of $5,000,000 is appropriated for 5
the fiscal year ending June 30, 2027, from the general fund to the 6
criminal justice training commission for the purposes of section 1 of 7
this act.8
