AN ACT Relating to creating the youth development fund account to 1
increase access to positive youth development programs; reenacting 2
and amending RCW 43.79A.040 and 43.79A.040; adding new sections to 3
chapter 28A.215 RCW; creating a new section; providing an effective 4
date; and providing an expiration date. 5
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:6
NEW SECTION. Sec. 1. The legislature acknowledges that positive 7
youth development programs provide important wraparound services that 8
complement and fill gaps in the state's public school system. These 9
programs provide a safe place for young people to go outside of 10
school, especially for families with parents or guardians working 11
full time.12
The legislature finds that positive youth development programs 13
help increase school attendance and prevent system involvement, such 14
as interaction with the juvenile justice system. Additionally, these 15
programs provide alternatives for young people spending time on 16
screens and in isolation, and they can help with career navigation 17
and workforce readiness. 18
The legislature intends to incentivize philanthropic investment 19
in youth development programs through public-private partnerships by 20
creating an account to centralize future investments and increase 21

fiscal transparency and visibility. This youth development fund 1
account will work towards making sure all young people have access to 2
these positive programs regardless of socio-economic status and where 3
they live in the state. 4
NEW SECTION. Sec. 2. A new section is added to chapter 28A.215 5
RCW to read as follows: 6
(1)(a) The superintendent of public instruction or the 7
superintendent's designee may distribute grants from the youth 8
development fund account created in section 3 of this act to 9
nonprofit entities, entities sponsored by a nonprofit organization, 10
tribes within Washington state, and city or county parks and 11
recreation entities to support youth development programs. School 12
districts and educational service districts may be eligible to apply 13
for grants only when they are partnering with community-based 14
organizations or when no such nonprofit programs exist in their 15
location. 16
(b) Youth development programs may include, but are not limited 17
to, programs that provide: 18
(i) Learning acceleration; 19
(ii) Social-emotional learning; 20
(iii) Mentorship; 21
(iv) Connection to relevant resources outside of schools;22
(v) Support related to postsecondary access and career pathways;23
(vi) Arts, STEM, as defined in RCW 28A.188.010, and sports-based 24
programming; 25
(vii) Outdoor education; 26
(viii) Youth civic engagement; or 27
(ix) Cultural programming. 28
(c) When authorizing these expenditures, the superintendent of 29
public instruction must prioritize: 30
(i) Geographic distribution of grant funding in an equitable 31
manner throughout all nine educational service district regions of 32
the state giving priority to geographies where young people have the 33
least access to youth development opportunities based on available 34
data; and 35
(ii) Supporting youth from groups that have historically not met 36
academic standards, are more at risk of dropout, and have lower than 37
average graduation rates; youth in foster care; youth experiencing 38
homelessness; and youth living in poverty. 39

(2) Any entity receiving grants must annually report the impacts 1
of this funding to the office of the superintendent of public 2
instruction. 3
(3) For purposes of this section, "youth development program" 4
means a program that serves youth between the ages of five to 24 and 5
focuses on holistic outcomes by complementing school-day academics. A 6
"youth development program" may include mentoring, expanded learning 7
opportunities, after school or summer programs, school-aged child 8
care, or other child supports that address the comprehensive needs of 9
young people. 10
NEW SECTION. Sec. 3. A new section is added to chapter 28A.215 11
RCW to read as follows: 12
(1) The youth development fund account is created in the custody 13
of the state treasurer. All receipts from gifts, grants, or 14
endowments from public or private sources, federal funds, any 15
appropriations made by the legislature, or other sources for the 16
purpose specified in section 2 of this act must be deposited in the 17
account. 18
(2) Only the superintendent of public instruction or the 19
superintendent's designee may authorize expenditures from the 20
account. Expenditures from the account may be used only for youth 21
development programs in accordance with section 2 of this act.22
(3) The account is subject to the allotment procedures under 23
chapter 43.88 RCW, but an appropriation is not required for 24
expenditures. 25
Sec. 4. RCW 43.79A.040 and 2025 c 399 s 13 and 2025 c 190 s 3 26
are each reenacted and amended to read as follows:27
(1) Money in the treasurer's trust fund may be deposited, 28
invested, and reinvested by the state treasurer in accordance with 29
RCW 43.84.080 in the same manner and to the same extent as if the 30
money were in the state treasury, and may be commingled with moneys 31
in the state treasury for cash management and cash balance purposes.32
(2) All income received from investment of the treasurer's trust 33
fund must be set aside in an account in the treasury trust fund to be 34
known as the investment income account. 35
(3) The investment income account may be utilized for the payment 36
of purchased banking services on behalf of treasurer's trust funds 37
including, but not limited to, depository, safekeeping, and 38

disbursement functions for the state treasurer or affected state 1
agencies. The investment income account is subject in all respects to 2
chapter 43.88 RCW, but no appropriation is required for payments to 3
financial institutions. Payments must occur prior to distribution of 4
earnings set forth in subsection (4) of this section.5
(4)(a) Monthly, the state treasurer must distribute the earnings 6
credited to the investment income account to the state general fund 7
except under (b), (c), and (d) of this subsection. 8
(b) The following accounts and funds must receive their 9
proportionate share of earnings based upon each account's or fund's 10
average daily balance for the period: The 24/7 sobriety account, the 11
Washington promise scholarship account, the Gina Grant Bull memorial 12
legislative page scholarship account, the Rosa Franklin legislative 13
internship program scholarship account, the Washington advanced 14
college tuition payment program account, the Washington college 15
savings program account, the accessible communities account, the 16
Washington achieving a better life experience program account, the 17
youth development fund account, the Washington career and college 18
pathways innovation challenge program account, the community and 19
technical college innovation account, the agricultural local fund, 20
the American Indian scholarship endowment fund, the behavioral health 21
loan repayment and scholarship program account, the Billy Frank Jr. 22
national statuary hall collection fund, the foster care scholarship 23
endowment fund, the foster care endowed scholarship trust fund, the 24
contract harvesting revolving account, the Washington state combined 25
fund drive account, the county 911 excise tax account, the county 26
road administration board emergency loan account, the toll collection 27
account, the developmental disabilities endowment trust fund, the 28
energy account, the energy facility site evaluation council account, 29
the fair fund, the family and medical leave insurance account, the 30

livestock management account, the pollution liability insurance 5
program trust account, the public use general aviation airport loan 6
revolving account, the regional transportation investment district 7
account, the rural rehabilitation account, the Washington sexual 8
assault kit account, the stadium and exhibition center account, the 9
youth athletic facility account, the self-insurance revolving fund, 10
the children's trust fund, the Washington horse racing commission 11
Washington bred owners' bonus fund and breeder awards account, the 12
Washington horse racing commission class C purse fund account, the 13
individual development account program account, the Washington horse 14
racing commission operating account, the life sciences discovery 15
fund, the Washington state library-archives building account, the 16
reduced cigarette ignition propensity account, the center for deaf 17
and hard of hearing youth account, the school for the blind account, 18
the public employees' and retirees' insurance reserve fund, the 19
school employees' benefits board insurance reserve fund, the public 20
employees' and retirees' insurance account, the school employees' 21
insurance account, the long-term services and supports trust account, 22
the radiation perpetual maintenance fund, the Indian health 23
improvement reinvestment account, the department of licensing tuition 24
recovery trust fund, the student achievement council tuition recovery 25
trust fund, the tuition recovery trust fund, the industrial insurance 26
premium refund account, the mobile home park relocation fund, the 27
natural resources deposit fund, the Washington state health insurance 28
pool account, the federal forest revolving account, the Washington 29
saves administrative trust account, and the library operations 30
account. 31
(c) The following accounts and funds must receive 80 percent of 32
their proportionate share of earnings based upon each account's or 33
fund's average daily balance for the period: The advance right-of-way 34
revolving fund, the advanced environmental mitigation revolving 35
account, the federal narcotics asset forfeitures account, the high 36
occupancy vehicle account, the local rail service assistance account, 37
and the miscellaneous transportation programs account.38
(d) Any state agency that has independent authority over accounts 39
or funds not statutorily required to be held in the custody of the 40

state treasurer that deposits funds into a fund or account in the 1
custody of the state treasurer pursuant to an agreement with the 2
office of the state treasurer shall receive its proportionate share 3
of earnings based upon each account's or fund's average daily balance 4
for the period. 5
(5) In conformance with Article II, section 37 of the state 6
Constitution, no trust accounts or funds shall be allocated earnings 7
without the specific affirmative directive of this section.8
Sec. 5. RCW 43.79A.040 and 2025 c 399 s 14 and 2025 c 190 s 4 9
are each reenacted and amended to read as follows:10
