AN ACT Relating to scissor stair regulations in the state 1
building code; adding a new section to chapter 19.27 RCW; and 2
providing an expiration date. 3
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:4
NEW SECTION. Sec. 1. A new section is added to chapter 19.27 5
RCW to read as follows: 6
(1) The state building code council shall convene a technical 7
advisory group for the purpose of recommending amendments to the 8
international building code that would allow scissor stairs serving 9
occupancies containing sleeping units of more than two dwelling units 10
in which the occupants are primarily permanent in nature. The 11
recommendations must include considerations for public health, 12
safety, and welfare, as well as construction costs.13
(2) The advisory group shall provide its recommendations to the 14
council in time for the council to adopt or amend rules and codes as 15
necessary for implementation in the first substantive code update to 16
the state building code, as provided for in RCW 19.27.031 and 17
19.27.032, occurring after January 1, 2027. 18
(3) For the purpose of this section, "scissor stairs" means two 19
interlocking stairways with two separate exits, enclosed and 20
separated by fire-resistance rated walls. 21
