(a) Protects the confidentiality, integrity, and availability of 5
student data; 6
(b) Restricts access to data and systems functions to authorized 7
individuals based on role and legitimate educational or operational 8
need; 9
(c) Prohibits disclosure of data to unauthorized third parties, 10
except as permitted under applicable law and written data-sharing 11
agreements; 12
(d) Implements administrative, technical, and physical safeguards 13
aligned with generally recognized, risk-based information security 14
standards and the requirements of RCW 28A.604.040; and15
(e) Ensures compliance with applicable federal and state student 16
privacy and data protection laws, including the family educational 17
rights and privacy act, 20 U.S.C.

AN ACT Relating to establishing a statewide digital transcript 1
data-sharing environment; and adding a new section to chapter 28A.310 2
RCW. 3
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:4
NEW SECTION. Sec. 1. A new section is added to chapter 28A.310 5
RCW to read as follows: 6
(1) The school information processing cooperative of Washington's 7
educational service districts established under this chapter is 8
authorized to develop, maintain, and govern a statewide digital 9
transcript file standard and a secure, platform-independent 10
environment for the exchange of transcript data between school 11
districts, charter schools, state-tribal education compact schools, 12
and postsecondary institutions. The digital transcript data-sharing 13
environment must support a secure, two-way exchange of transcript 14
information. 15
(a) Disclosure of digital transcript data may occur only with 16
express permission of the student, or the student's parent or legal 17
guardian when required by law, and such permission must be revocable.18
(b) Participation under this section by school districts, charter 19
schools, state-tribal education compact schools, and postsecondary 20
institutions satisfies data-sharing authorization requirements 21

between participating entities for purposes covered by this section 1
and eliminates the need for individual bilateral data-sharing 2
agreements. 3
(c) The cooperative shall establish governance to oversee 4
transcript content, compliance, and ongoing evolution of the digital 5
transcript standard. 6
(2) School districts, charter schools, state-tribal education 7
compact schools, and public institutions of higher education as 8
defined in RCW 28B.10.016 must participate in the statewide digital 9
transcript data-sharing environment. Private four-year not-for-profit 10
institutions of higher education in Washington as defined in RCW 11
28B.92.030(4)(b) may participate in the statewide digital transcript 12
data-sharing environment. 13
