AN ACT Relating to establishing a statewide digital transcript 1 data-sharing environment; and adding a new section to chapter 28A.310 2 RCW. 3 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:4 NEW SECTION. Sec. 1. A new section is added to chapter 28A.310 5 RCW to read as follows: 6 (1) The school information processing cooperative of Washington's 7 educational service districts established under this chapter is 8 authorized to develop, maintain, and govern a statewide digital 9 transcript file standard and a secure, platform-independent 10 environment for the exchange of transcript data between school 11 districts, charter schools, state-tribal education compact schools, 12 and postsecondary institutions. The digital transcript data-sharing 13 environment must support a secure, two-way exchange of transcript 14 information. 15 (a) Disclosure of digital transcript data may occur only with 16 express permission of the student, or the student's parent or legal 17 guardian when required by law, and such permission must be revocable.18 (b) Participation under this section by school districts, charter 19 schools, state-tribal education compact schools, and postsecondary 20 institutions satisfies data-sharing authorization requirements 21 S-3774.2 SENATE BILL 6052 State of Washington 69th Legislature 2026 Regular Session By Senators Boehnke and Nobles Prefiled 01/09/26.
