AN ACT Relating to enrollment stabilization funding; creating a 1
new section; and providing an expiration date. 2
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:3
NEW SECTION. Sec. 1. (1) If a local education agency's combined 4
state revenue generated in the 2026-27 school year is less than what 5
its combined state revenue would be using 2025-26 annual average 6
enrollment values and formulas in place for the 2026-27 school year, 7
then the superintendent of public instruction must provide a 2026-27 8
enrollment stabilization amount to the local education agency in the 9
2026-27 school year.10
(2) If a local education agency's combined state revenue 11
generated in the 2027-28 school year is less than what its combined 12
state revenue would be using 2025-26 annual average enrollment values 13
and formulas in place for the 2027-28 school year, then the 14
superintendent of public instruction must provide a 2027-28 15
enrollment stabilization amount to the local education agency in the 16
2027-28 school year. 17
(3) For purposes of this section, the following definitions 18
apply: 19
(a) "2026-27 enrollment stabilization amount" is equal to a local 20
education agency's combined state revenue that would be generated 21

(b) "2027-28 enrollment stabilization amount" is equal to a local 5
education agency's combined state revenue that would be generated 6
using 2025-26 annual average enrollment values and formulas in place 7
for the 2027-28 school year minus its combined state revenue 8
generated in the 2027-28 school year, if the difference is greater 9
than zero; 10
(c) "Combined state revenue" means the combined amount from the 11
following allocations to local education agencies:12
(i) General apportionment allocations as described in RCW 13
28A.150.260; 14
(ii) Special education allocations as described in RCW 15
28A.150.390; 16
(iii) Learning assistance program allocations as described in RCW 17
28A.150.260(10)(a). Learning assistance program allocations based on 18
2025-26 enrollments must include the prior years' free or reduced-19
price meal percentages used for allocations in the 2026-27 or 2027-28 20
school years; 21
(iv) Transitional bilingual program allocations as described in 22
RCW 28A.150.260(10)(b); 23
(v) Highly capable program allocations as described in RCW 24
28A.150.260(10)(c); 25
(vi) Career and technical education and skill centers allocations 26
as described in RCW 28A.150.260 (4)(c), (7), and (9);27
(vii) Allocations to support institutional education for 28
residential schools as defined in RCW 28A.190.005 and of juveniles in 29
detention facilities as identified by RCW 28A.190.010;30
(viii) Dropout reengagement program allocations for eligible 31
students under RCW 28A.175.100; 32
(ix) Alternative learning experience allocations as described in 33
RCW 28A.232.020; and 34
(x) Running start allocations as described in RCW 28A.600.310; 35
and 36
(d) "Local education agency" means a school district, charter 37
school established under chapter 28A.710 RCW, or state-tribal 38
education compact school subject to chapter 28A.715 RCW.39

(4) Enrollment stabilization amounts allocated under this section 1
are not part of the state's program of basic education but may be 2
used for any allowable cost within any of the programs.3
(5) This section expires July 1, 2028. 4
