AN ACT Relating to providing cost relief to Washingtonians by 1
suspending certain requirements in the climate commitment act; adding 2
a new section to chapter 70A.65 RCW; creating a new section; and 3
declaring an emergency. 4
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:5
NEW SECTION. Sec. 1. (1) The legislature finds that Washington 6
households are experiencing significant increases in the cost of 7
living, including higher prices for gasoline and diesel fuel, 8
utilities, groceries, and other essential goods and services. 9
Moreover, higher fuel prices increase the price of several other 10
goods and services by raising transportation and delivery costs.11
(2) The legislature further finds that the costs of compliance 12
with the climate commitment act are being passed on to Washingtonians 13
by directly increasing fuel prices, and indirectly, by increasing the 14
prices of other essential goods and services, upon which Washington 15
households rely. These increased prices, along with the cost of 16
compliance with other Washington programs and inflation, 17
disproportionately affect working families, individuals on fixed 18
incomes, rural residents, small businesses, and other vulnerable 19
individuals. 20

(3) Therefore, the legislature intends to suspend the 1
implementation of certain components of the climate commitment act to 2
provide partial relief to Washington households from increased prices 3
of fuel and other essential goods and services. 4
NEW SECTION. Sec. 2. A new section is added to chapter 70A.65 5
RCW to read as follows: 6
RCW 70A.65.060 through 70A.65.210, 70A.65.310, 70A.65.320, and 7
any rules adopted by the department to implement the program 8
established under those sections, are suspended on the effective date 9
of this section through December 31, 2027. 10
NEW SECTION. Sec. 3. This act is necessary for the immediate 11
preservation of the public peace, health, or safety, or support of 12
the state government and its existing public institutions, and takes 13
effect immediately.14
