AN ACT Relating to improving budget transparency by providing 1
additional data on the legislative evaluation and accountability 2
program website; and reenacting and amending RCW 44.48.150.3
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:4
Sec. 1. RCW 44.48.150 and 2013 c 327 s 2 and 2013 c 63 s 2 are 5
each reenacted and amended to read as follows: 6
(1) ((By January 1, 2009, in )) In collaboration with the office 7
of financial management, using existing databases and structures 8
currently shared, the office of the legislative evaluation and 9
accountability program committee shall establish and make available 10
to the public a searchable state expenditure information website. The 11
state expenditure information website shall provide access to current 12
budget data, access to current accounting data for budgeted 13
expenditures and staff, and access to historical data. At a minimum, 14
the website will provide access or links to the following information 15
as data are available: 16
(a) State expenditures by fund or account; 17
(b) State expenditures by agency, program within each agency, and 18
subprogram within each program; 19
(c) State revenues by major source; 20
(d) State expenditures by object and subobject;21

(e) State agency workloads, caseloads, and performance measures, 1
and recent performance audits; 2
(f) State agency budget data , including carryforward level data, 3
by activity; ((and))4
(g) Balances of each state fund or account; and5
(h) The inventory of state agency fees required by RCW 43.88.585.6
(2) "State agency," as used in this section, includes every state 7
agency, office, board, commission, or institution of the executive, 8
legislative, or judicial branches, including institutions of higher 9
education. 10
(3) The state expenditure information website shall be updated 11
periodically as subsequent fiscal year data become available, and the 12
prior year expenditure data shall be maintained by the legislative 13
evaluation and accountability program committee as part of its ten-14
year historical budget data. 15
(4) By January 1, 2014, current and future capital project and 16
transportation project investments must be coded with the geographic 17
information sufficient to permit the public to search and identify 18
appropriation and expenditure data at the parent and subproject level 19
to the extent available by: 20
(a) State legislative district; 21
(b) County; and 22
(c) Agency project identifier. 23
(5) The office of the legislative evaluation and accountability 24
program committee must, within existing resources, update the state 25
expenditure information website to allow the public to search for 26
capital budget and transportation projects by selecting from an 27
online geographical map. The map must allow an in-depth examination 28
of financial and other data associated with such projects. Data 29
elements must include: 30
(a) Project title; 31
(b) Total appropriation; 32
(c) Project description; 33
(d) Expenditure data; and 34
(e) Administering agency. 35
(6) The website must be easy to use, contain current and readily 36
available data, and allow for review and analysis by the public. The 37
legislative evaluation and accountability program committee must test 38

the website with potential users to ensure that it is easy to 1
navigate and comprehend. 2
