AN ACT Relating to trainee real estate appraisers; amending RCW 1
18.140.280; and providing an effective date. 2
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:3
Sec. 1. RCW 18.140.280 and 2019 c 51 s 4 are each amended to 4
read as follows: 5
(1)(a) The director may issue an original registration as a 6
state-registered trainee real estate appraiser, to be valid for a 7
term not exceeding two years together with a maximum of two renewals, 8
which must be completed within seven years from the original date of 9
registration, unless either period is interrupted due to illness or 10
other extenuating circumstances confirmed by a health care provider 11
or provider, or by service in the armed forces of the United States 12
of America. Only one of the renewals under this subsection may be 13
issued if the trainee has failed to meet qualification standards 14
necessary to take the written examination under RCW 18.140.100.15
(b) For the purposes of this section, "health care provider" or 16
"provider" means:17
(i) A person regulated under this title or chapter 70.127 RCW, to 18
practice health or health-related services or otherwise practicing 19
health care services in this state consistent with state law; or20

(ii) An employee or agent of a person described in (b)(i) of this 1
subsection, acting in the course and scope of his or her employment.2
(c) The department may create a form for confirmation from a 3
health care provider or provider.4
(2) A trainee real estate appraiser may not provide appraisal 5
services other than through and under the direct supervision of a 6
state-certified general real estate appraiser or a state-certified 7
residential real estate appraiser. 8
NEW SECTION. Sec. 2. Section 1 of this act takes effect 9
December 31, 2026.10
