RCW 70A.105.110 and 2019 c 442 s 20 are each amended to 3
read as follows: 4
(1) The local board of health shall ensure that individuals who 5
conduct inspections of on-site wastewater treatment systems as 6
defined in RCW 18.210.010 or who otherwise conduct reviews of such 7
systems are qualified in the technology and application of on-site 8
sewage treatment principles.
A certificate of competency issued by 9
the state board of registration for professional engineers and land 10
surveyors is adequate demonstration that an individual is competent 11
in the engineering aspects of on-site wastewater treatment system 12
technology.

AN ACT Relating to on-site wastewater treatment system 1
inspections; and amending RCW 70A.105.110. 2
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:3
Sec. 1. RCW 70A.105.110 and 2019 c 442 s 20 are each amended to 4
read as follows: 5
(1) The local board of health shall ensure that individuals who 6
conduct inspections of on-site wastewater treatment systems or who 7
otherwise conduct reviews of such systems are qualified in the 8
technology and application of on-site sewage treatment principles. A 9
certificate of competency issued by the state board of registration 10
for professional engineers and land surveyors is adequate 11
demonstration that an individual is competent in the engineering 12
aspects of on-site wastewater treatment system technology.13
(2) A local board of health may allow noncertified individuals to 14
review designs of, and conduct inspections of, on-site wastewater 15
treatment systems ((for a maximum of two years after the date of 16
hire, if a certified individual reviews or supervises the work during 17
that time )) pursuant to this section under the supervision of a 18
