AN ACT Relating to regional transit authority accountability; 1
adding a new section to chapter 44.28 RCW; adding a new section to 2
chapter 81.112 RCW; and making an appropriation. 3
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:4
NEW SECTION. Sec. 1. A new section is added to chapter 44.28 5
RCW to read as follows: 6
(1) The joint legislative audit review committee shall conduct a 7
performance audit of the regional transit authority as defined in RCW 8
81.112.020. The legislative auditor shall contract with an 9
independent expert in forensic accounting and regional government 10
administration to assist with the audit. 11
(2) The performance audit must evaluate whether the regional 12
transit authority is achieving its statutory purposes and operating 13
in an efficient, effective, and accountable manner. At a minimum, the 14
audit must examine the following areas: 15
(a) Governance structure, decision-making processes, internal 16
controls, and compliance with applicable state laws;17
(b) Financial management practices, including budgeting, debt 18
management, long-term financial planning, cost containment 19
strategies, and the use of public funds; 20

(c) Project planning, delivery, and management, including 1
schedule adherence, cost performance, change order practices, and 2
risk management for capital and operating projects;3
(d) Procurement and contracting practices, including 4
transparency, competition, contract oversight, and performance 5
monitoring; and 6
(e) Any other areas the joint legislative audit review committee 7
determines are necessary to assess whether the regional transit 8
authority is operating in an efficient, effective, and accountable 9
manner. 10
(3) The joint legislative audit review committee shall submit the 11
results of the audit by December 1, 2027, to the appropriate 12
committees of the legislature. 13
NEW SECTION. Sec. 2. A new section is added to chapter 81.112 14
RCW to read as follows: 15
(1) A regional transit authority community oversight panel shall 16
report any concerns or issues with the governance of a regional 17
transit authority to the joint transportation committee annually on 18
December 1st, beginning in 2026. 19
(2) The executive committee of the joint transportation committee 20
shall appoint two members to any authority oversight boards or 21
organizations, including the community oversight panel of a regional 22
transit authority. 23
NEW SECTION. Sec. 3. The sum of $600,000, or as much thereof as 24
may be necessary, is appropriated for the fiscal year ending June 30, 25
2027, from the carbon emissions reduction account to the joint 26
legislative audit review committee for the purposes of section 1 of 27
this act.28
