WHEREAS, The legislature established the Joint Select Committee 1
on Civic Health in 2024 to build upon the Project for Civic Health's 2
work to strengthen our democratic republic; and 3
WHEREAS, The Project for Civic Health partners have worked to 4
bolster the civic health of local communities by empowering local 5
elected officials with the skills to tackle local challenges 6
collaboratively through the Washington Collaborative Elected Leaders 7
Institute; and 8
WHEREAS, Over the last two years the committee has held work 9
sessions to further evaluate the state of our state's civic health 10
and pathways to improvement; and 11
WHEREAS, Prior to the 2025 regular session the committee hosted a 12
dinner for newly elected legislators at which they participated in a 13
civility workshop facilitated by the State Legislative Leaders 14
Foundation and National Institute for Civil Discourse; and15
WHEREAS, The committee partnered with the State Legislative 16
Leaders Foundation and National Institute for Civil Discourse for a 17
work session on building skills to work through political and 18
partisan differences; and 19
WHEREAS, The University of Washington Evans School, a Project for 20
Civic Health partner organization, interviewed legislators during the 21
2025 interim to explore their perspectives of the legislature's civic 22
health during session; and 23

State of Washington 69th Legislature 2026 Regular Session

WHEREAS, The committee believes its work to strengthen the 1
state's civic health is not complete and reauthorizing the committee 2
will allow legislators to continue this important work;3
NOW, THEREFORE, BE IT RESOLVED, By the Senate, the House of 4
Representatives concurring, That the Joint Select Committee on Civic 5
Health, originally established by Senate Concurrent Resolution No. 6
8414 in 2024, be reestablished to build upon the work of the Project 7
for Civic Health; and 8
BE IT FURTHER RESOLVED, That the committee consist of 17 members: 9
The Lieutenant Governor; four members of the majority party of the 10
Senate and four members of the minority party of the Senate, to be 11
selected by the President of the Senate; and four members of the 12
majority party of the House of Representatives and four members of 13
the minority party of the House of Representatives, to be selected by 14
the Speaker of the House of Representatives; and 15
BE IT FURTHER RESOLVED, That the Lieutenant Governor shall be 16
chair of the committee and one member of the majority party and one 17
member from the minority party from opposite chambers shall serve as 18
Vice Chairs; and 19
BE IT FURTHER RESOLVED, That the committee shall operate in full 20
accordance with the Joint Rules; and 21
BE IT FURTHER RESOLVED, All expenses and staff support for the 22
committee shall be provided by the Office of the Lieutenant Governor, 23
except that legislative members of the committee shall be reimbursed 24
for travel expenses by the Senate and House of Representatives in 25
accordance with RCW 44.04.120; and 26
BE IT FURTHER RESOLVED, That the committee shall issue a report 27
on its work to the legislature prior to the 2027, 2028, and 2029 28
regular sessions; and 29
BE IT FURTHER RESOLVED, That the committee shall cease to exist 30
at the start of the 2029 regular session. 31
