HONORABLE ROGER MILLAR, SECRETARY OF THE WASHINGTON STATE DEPARTMENT 2
OF TRANSPORTATION, AND TO THE WASHINGTON STATE DEPARTMENT OF 3
TRANSPORTATION: 4
We, your Memorialists, the Senate and House of Representatives of 5
the State of Washington, in legislative session assembled, 6
respectfully represent and petition as follows: 7
WHEREAS, Charles Frank Noble, Jr. was a resident of Yakima County 8
since 1969, who served in the United States Navy during the Korean 9
War, and was a husband, son, and a colleague; and 10
WHEREAS, Charles Frank Noble, Jr. graduated high school in 11
Vancouver and had attended Clark College; and 12
WHEREAS, Charles Frank Noble, Jr. who started his career with the 13
Washington State Patrol on November 4, 1957, as a driver's license 14
examiner in Vancouver; and 15
WHEREAS, Charles Frank Noble, Jr. graduated with the 27th Trooper 16
Basic Training Class and was commissioned in April 21, 1958; and17
WHEREAS, Trooper Charles Frank Noble, Jr. was fatally shot during 18
a traffic stop on Highway 12 in Zillah on February 5, 1972; and19
WHEREAS, Trooper Charles Frank Noble, Jr. will forever be 20
remembered for his dedication and humility, and being a courageous 21
public servant; 22

Transportation Commission commence proceedings to designate the 2
section of Interstate 82 that traverses Yakima County from milepost 3
54 to 50 as the Washington State Patrol Trooper Charles Frank Noble, 4
Jr. memorial highway. 5
BE IT RESOLVED, That copies of this Memorial be immediately 6
transmitted to the Washington State Transportation Commission, the 7
Honorable Roger Millar, Secretary of the Washington State Department 8
of Transportation, and the Washington State Department of 9
Transportation. 10
