We, your Memorialists, the Senate and House of Representatives of 5
the State of Washington, in legislative session assembled, 6
respectfully represent and petition as follows: 7
WHEREAS, Joe Mentor was born in 1933 in Covington, Louisiana and 8
lived in Kitsap County from 1936 until his death in 2003; and9
WHEREAS, Joe Mentor was a real estate developer and builder in 10
Kitsap County for 50 years and owned numerous properties in 11
Bremerton, Port Orchard, Silverdale, and Poulsbo at the time of his 12
death; and 13
WHEREAS, Joe Mentor developed and built the original Eldorado 14
Hills housing development on the west side of Highway 16, earning 15
national recognition in Sunset Magazine; and 16
WHEREAS, Joe Mentor was a Washington State Representative, 17
serving two terms from 1968 to 1972; and 18
WHEREAS, Joe Mentor was involved in many business groups in 19
Kitsap County, including the Kitsap County Bank Board of Directors, 20
Olympic College Board of Trustees, and member of the Chambers of 21
Commerce in Bremerton, Poulsbo, and Port Orchard; and22

WHEREAS, Joe Mentor graduated from the University of Washington 1
with a degree in business and was a life member of the University of 2
Washington Alumni Association; and 3
WHEREAS, Joe Mentor was the former publisher of the Kitsap 4
Journal; and 5
WHEREAS, Joe Mentor owned and operated Kitsap Bremerton 6
Charleston Transit, now known as Kitsap Transit; and7
WHEREAS, Joe Mentor was involved in the building community as a 8
longtime member and President of the Kitsap County Home Builder's 9
Association, now known as Kitsap Building Association, and a local 10
Director for the National Association of Home Builders; and11
WHEREAS, Joe Mentor regularly donated his time in many groups 12
throughout the Kitsap County community, including as an active member 13
and deacon of the Silverdale Lutheran Church, Vice President of 14
Olympic Peninsula Enterprises, member of NAACP, Boy Scout Master and 15
member of Kitsap County Boy Scouts Board of Directors, life member of 16
Holly Ridge School, member of Bremerton Navy League, and Chairman of 17
the Kitsap County Cancer Drive; 18
NOW, THEREFORE, Your Memorialists respectfully pray that the 19
Washington State Transportation Commission commence proceedings to 20
designate the State Route Number 3 overpass at the junction of Chico 21
Way NW in Bremerton as the Joe Mentor memorial overpass to honor his 22
years of public service. 23
BE IT RESOLVED, That copies of this Memorial be immediately 24
transmitted to the Washington State Transportation Commission, the 25
Honorable Secretary of the Washington State Department of 26
Transportation, and the Washington State Department of 27
Transportation. 28
