SECRETARY OF STATE, AND TO THE UNITED STATES DEPARTMENT OF STATE, AND 5
TO THE UNITED STATES DEPARTMENT OF JUSTICE: 6
We, your Memorialists, the Senate and House of Representatives of 7
the State of Washington, in legislative session assembled, 8
respectfully represent and petition as follows: 9
WHEREAS, Ayşenur Ezgi Eygi was raised from the age of one in 10
Seattle, Washington, where she attended West Seattle High School as 11
well as the Ida B. Wells School for Social Justice, an alternative 12
Seattle Public Schools college preparatory program at the University 13
of Washington campus; and 14
WHEREAS, Eygi possessed a profound sense of peace and justice 15
which cultivated her enduring personal commitment to social and 16
environmental activism as a tireless community leader who organized 17
peaceful protests including a 2016 mass student walkout against 18
xenophobia and for religious freedom in Seattle, who stood in 19
solidarity with indigenous, displaced, and marginalized communities 20
across the country, including participating in the Dakota Access 21
Pipeline protests, who spent time supporting the elderly and 22
individuals with disabilities, and who worked as a behavioral 23

technician to serve children on the autism spectrum and their 1
families; and 2
WHEREAS, Eygi was equally enthusiastic and energetic about 3
engaging in global movements for peace and sustainability, devoting 4
herself to the mutual advancement of climate justice and human rights 5
through her understanding of the interdependence of healthy 6
ecosystems and thriving societies whether supporting physical therapy 7
and eco-building projects in Myanmar, participating in coral reef 8
restoration in Australia, or transforming recycled plastics into 9
usable fuel in Indonesia; and 10
WHEREAS, Eygi was an advocate for immigrant and refugee rights 11
and supported immigration justice for members of the broader Seattle 12
community, assisting them with resettlement and paperwork; and13
WHEREAS, Eygi's tireless advocacy also extended to supporting 14
displaced communities, including organizing an art market fundraiser 15
in Seattle, raising over $47,000 for medical aid for children in 16
Gaza; and 17
WHEREAS, Eygi graduated in June 2024 from the University of 18
Washington School of Psychology, with plans to pursue a Ph.D. in 19
anthropology to help underserved American immigrant communities by 20
conducting research and providing clinical counseling; and21
WHEREAS, Eygi advocated for the rights of Palestinian students, 22
faculty, and families while pursuing her degree at the University of 23
Washington, and worked with the administration to create 24
opportunities for Palestinians affected by the devastation in Gaza, 25
including scholarships, and a Palestine Studies Center; and26
WHEREAS, Eygi's strong sense of commitment to human rights 27
compelled her to travel to the West Bank, Palestine, in September 28
2024 as a peaceful human rights observer; and 29
WHEREAS, Eygi was tragically killed at the age of 26 on September 30
6, 2024, in the West Bank, Palestine, when she was unprovokedly shot 31
by an Israeli military sniper while peacefully observing the illegal 32
displacement of Indigenous Palestinians from their homes to make way 33
for an Israeli settlement, an act of profound bravery and 34
selflessness; and 35
WHEREAS, In honor of Ayşenur Ezgi Eygi as a human rights 36
advocate, community organizer, and university alumna, the University 37
of Washington Middle East Center established a public lecture series 38
in her name to foster public education, dialogue, and civic 39

engagement on issues of international human rights, global peace, and 1
environmental sustainability; and 2
WHEREAS, Rachel Corrie of Olympia, another Washingtonian human 3
rights activist, traveled to the Gaza Strip in 2003 as part of a 4
human rights mission and was tragically killed in Rafah on March 16, 5
2003, when she was fatally crushed by an Israeli military bulldozer 6
operated by two Israeli soldiers, as she stood to prevent the 7
demolition of a Palestinian family's home, an act of profound bravery 8
and selflessness; and 9
WHEREAS, Rachel Corrie's family never achieved accountability for 10
her killing neither through United States government diplomatic 11
channels, nor in Israeli courts, which ruled that the Israeli 12
military bore no responsibility for Rachel's killing, a ruling widely 13
criticized by human rights organizations; and 14
WHEREAS, The families of Rachel Corrie and Ayşenur Ezgi Eygi 15
continue the fight for justice and accountability for Ayşenur 16
together; and 17
WHEREAS, Justice and accountability are imperative for both 18
Rachel and Ayşenur, as well as for all United States citizens 19
unjustly killed abroad; and 20
WHEREAS, Ayşenur Ezgi Eygi and Rachel Corrie's work exemplifies 21
the highest ideals of courage, compassion, and an unyielding 22
dedication to creating a more just, peaceful, and sustainable world, 23
particularly for communities most impacted by climate change and 24
injustice; and 25
WHEREAS, Ayşenur Ezgi Eygi and Rachel Corrie have become 26
international symbols of solidarity and human rights across the 27
globe; and 28
WHEREAS, Justice and accountability for the unjust killing of 29
Ayşenur Ezgi Eygi and other United States citizens abroad require the 30
full attention of the United States government, including a 31
transparent, thorough, and independent investigation led by the 32
United States into her death at the hands of Israeli military forces;33
NOW, THEREFORE, Your Memorialists respectfully request that the 34
United States open a transparent, thorough, and independent 35
investigation into the killing of Eygi by Israeli military forces, to 36
ensure justice and accountability for Ayşenur Ezgi Eygi and all 37
United States citizens wrongfully killed at the hands of a foreign 38
government. 39
