BE IT RESOLVED, BY THE SENATE AND HOUSE OF REPRESENTATIVES OF THE 1
STATE OF WASHINGTON, IN LEGISLATIVE SESSION ASSEMBLED:2
THAT, At the next general election to be held in this state the 3
secretary of state shall submit to the qualified voters of the state 4
for their approval and ratification, or rejection, a new Article to 5
the Constitution of the state of Washington to read as follows:6
ARTICLE XXXIII 7
REPRODUCTIVE FREEDOM AND GENDER-AFFIRMING CARE8
SECTION 1 REPRODUCTIVE FREEDOM AND GENDER-AFFIRMING CARE. The 9
state shall not deny or interfere with an individual's reproductive 10
freedom decisions, which includes the individual's fundamental right 11
to choose to have an abortion, the individual's fundamental right to 12
choose to use contraception, the individual's fundamental right to 13
choose to use assisted reproductive technology, and the individual's 14
fundamental right to be free from discrimination on the basis of the 15
individual's pregnancy outcome, nor shall the state deny or interfere 16
with an individual's gender-affirming care decisions. Nothing in this 17
article narrows or limits the right to liberty, privacy, or equal 18
protection under the laws. 19
BE IT FURTHER RESOLVED, That the secretary of state shall cause 20
notice of this constitutional amendment to be published at least four 21
