BE IT RESOLVED, BY THE SENATE AND HOUSE OF REPRESENTATIVES OF THE 1
STATE OF WASHINGTON, IN LEGISLATIVE SESSION ASSEMBLED:2
THAT, At the next general election to be held in this state the 3
secretary of state shall submit to the qualified voters of the state 4
for their approval and ratification, or rejection, an amendment to 5
Article VII of the Constitution of the state of Washington by adding 6
a new section to read as follows: 7
Article VII, section .... (a) Notwithstanding any other provision 8
in this article, the assessed value of real property shall not exceed 9
the true and fair value of the property on: 10
(1) January 1, 2027, modified each year thereafter by the lesser 11
of one percent or inflation; or 12
(2) January 1st of the year in which there is a change in 13
ownership, modified each year thereafter by the lesser of one percent 14
or inflation. 15
(b) The assessed value identified in subsection (a) of this 16
section shall be increased by the true and fair value of new 17
construction and improvements to property in the year in which they 18
are made. 19
(c) The legislature may, by appropriate legislation, enact 20
provisions to implement the requirements of this section.21

BE IT FURTHER RESOLVED, That the secretary of state shall cause 3
notice of this constitutional amendment to be published at least four 4
times during the four weeks next preceding the election in every 5
legal newspaper in the state. 6
