BE IT RESOLVED, BY THE SENATE AND HOUSE OF REPRESENTATIVES OF THE 1
STATE OF WASHINGTON, IN LEGISLATIVE SESSION ASSEMBLED:2
THAT, At the next general election to be held in this state the 3
secretary of state shall submit to the qualified voters of the state 4
for their approval and ratification, or rejection, an amendment to 5
Article II, section 17 of the Constitution of the state of Washington 6
to read as follows: 7
Article II, section 17. No member of the legislature shall be 8
liable in any civil action or criminal prosecution whatever, for 9
words spoken in debate. Written documents concerning the internal 10
deliberations of the legislature regarding bills contemplated or 11
introduced shall be open to public inspection and copying: Provided, 12
That no member of the legislature shall be liable in any civil action 13
or criminal prosecution whatever, for the contents of those written 14
documents.15
BE IT FURTHER RESOLVED, That the secretary of state shall cause 16
notice of this constitutional amendment to be published at least four 17
times during the four weeks next preceding the election in every 18
legal newspaper in the state. 19
