WHEREAS, Washington is one of the most underserved states in the 1
nation in terms of practicing physicians; and 2
WHEREAS, The Elson S. Floyd College of Medicine is Washington's 3
first community-based medical school, named after Washington State 4
University's 10th president, and was founded in 2015 with a 5
groundswell of community support to expand medical education and 6
health care access in Washington; and 7
WHEREAS, The Elson S. Floyd College of Medicine in 10 short years 8
has graduated four classes of medical students, the first of which is 9
completing its postgraduate residency training and is entering 10
practice; and 11
WHEREAS, The Elson S. Floyd College of Medicine has graduated 248 12
medicine doctors and more than 900 health care providers total since 13
2017; and 14
WHEREAS, The Elson S. Floyd College of Medicine's Medical Program 15
has exclusively admitted students from Washington since its 16
inception; and 17
WHEREAS, The Elson S. Floyd College of Medicine's Medical 18
Program's student body includes individuals from 89 Washington 19
communities across 26 counties; and 20
WHEREAS, The Elson S. Floyd College of Medicine has relied on 21
more than 235 clinical partners and more than 2,000 community faculty 22
in Washington to train students in challenging health care 23

environments, from Forks to Prosser, Morton to Grand Coulee, to 1
dozens of other sites, including five tribal clinics; and2
WHEREAS, The Elson S. Floyd College of Medicine has 3
established three medical residency programs, adding 58 resident 4
physicians to the state's supply; and 5
WHEREAS, The Elson S. Floyd College of Medicine has 6
established research expertise in areas including sleep and 7
human performance, substance use disorders, and health 8
disparities; and 9
WHEREAS, The Elson S. Floyd College of Medicine has 10
consistently produced a stellar residency match rate, with 100 11
percent matching in the most recent graduating class; and12
WHEREAS, The Elson S. Floyd College of Medicine provided 13
care to more than 1,000 patients in partnership with Range 14
Community Clinic in the fiscal year 2023-2024; 15
NOW, THEREFORE, BE IT RESOLVED, That the Washington State 16
Senate recognize the 10th anniversary of the establishment of 17
the Elson S. Floyd College of Medicine and honor its dedicated 18
students, faculty, and staff who are working to improve health 19
outcomes in Washington; and 20
BE IT FURTHER RESOLVED, That copies of this resolution be 21
immediately transmitted to Washington State University.22
