WHEREAS, Each February, Black History Month is observed to 1
recognize and honor the history, resilience, leadership, and 2
contributions of Black Americans whose lives and labor have shaped 3
Washington state and the nation; and 4
WHEREAS, Black history is American history, marked by generations 5
who endured enslavement, segregation, and systemic injustice while 6
continuing to build families, institutions, culture, and movements 7
that expanded opportunity and strengthened democracy; and8
WHEREAS, Black Washingtonians have made enduring contributions 9
across every sector of civic life, including education, labor, 10
military leadership, local businesses, the arts and sciences, faith, 11
and public service, helping to shape the social, economic, and 12
cultural fabric of our state; and 13
WHEREAS, These contributions reflect a tradition grounded in high 14
standards, discipline, and care for community, carried forward by 15
leaders who understood that the higher one aims, the higher future 16
generations are able to rise; and 17
WHEREAS, The history and sacrifices of Black communities embody 18
principles that continue to guide public service: Excellence in 19
purpose, grace in leadership, empathy in decision making, kindness in 20
community, and understanding across differences; and21
WHEREAS, Honoring Black history also means honoring the ancestors 22
whose courage, wisdom, and perseverance laid the foundation for 23
