WHEREAS, A safe and reliable blood supply is essential to the 1
health and safety of Washington residents and is required every day 2
for emergency response, trauma care, surgeries, cancer treatment, 3
organ transplants, maternal health, and chronic disease management; 4
and 5
WHEREAS, Hospitals and health care providers across Washington 6
rely on thousands of blood transfusions each day, and blood products 7
cannot be manufactured or stockpiled long-term, making ongoing 8
voluntary donation essential; and 9
WHEREAS, Red blood cells have a shelf life of approximately 42 10
days and platelets only five days, requiring a continuous and stable 11
donor base to meet patient needs; and 12
WHEREAS, Fewer than five percent of eligible individuals donate 13
blood annually, despite the fact that one blood donation can save up 14
to three lives; and 15
WHEREAS, The month of January historically presents heightened 16
risk to the blood supply due to seasonal illness, severe weather, 17
holiday travel, and reduced donor availability, often resulting in 18
critically low inventory levels and "Code Red" shortages; and19
WHEREAS, Washington's growing and aging population, along with 20
increased demand for complex medical procedures, places additional 21
strain on the state's blood supply; and 22

WHEREAS, Voluntary blood donors provide a vital public 1
service through their selfless contributions, helping ensure 2
equitable access to lifesaving care for patients in urban, 3
suburban, and rural communities alike; and 4
WHEREAS, Partnerships among blood collection organizations, 5
employers, educational institutions, faith-based organizations, 6
nonprofit organizations, and community groups are proven 7
strategies for increasing donor participation and expanding 8
access to blood donation opportunities; and 9
WHEREAS, President Nixon issued proclamation number 3952 on 10
December 31, 1969, officially designating the observance of 11
National Blood Donor month in January of 1970; 12
NOW, THEREFORE, BE IT RESOLVED, That the Senate recognize 13
and honor voluntary blood donors for their lifesaving 14
contributions; and 15
BE IT FURTHER RESOLVED, That the Senate honor the nonprofit 16
organizations, educational institutions, faith-based 17
organizations, and community partners throughout Washington 18
state who collaborate with the Northwest Blood Coalition and its 19
member organizations to host community-based blood drives, 20
expand public awareness, and create accessible opportunities for 21
Washingtonians to give the gift of life; and 22
BE IT FURTHER RESOLVED, That the Senate join the Northwest 23
Blood Coalition and others in honoring National Blood Donor 24
month during the month of January. 25
