WHEREAS, The people of Washington state and the people of Ukraine 1
share a deep commitment to democracy, human rights, self-2
determination, and the rule of law; and 3
WHEREAS, Washington state is home to more than 110,000 people of 4
Ukrainian heritage and one of the largest populations of Ukrainian 5
immigrants among the 50 states; and 6
WHEREAS, Many Ukrainians immigrated to Washington state fleeing 7
Soviet persecution for their political, cultural, and religious 8
beliefs and seeking freedom and opportunity in the United States; and9
WHEREAS, Since February 2022, Washington state has welcomed close 10
to 30,000 displaced Ukrainians seeking refuge from the Russian war 11
and continues to be a welcoming and supportive home for those fleeing 12
violence and persecution; and 13
WHEREAS, Ukrainians and Ukrainian Americans in Washington state 14
have enriched our communities through their leadership and 15
contributions in agriculture, business, academia, government, health 16
care, and the arts; and 17
WHEREAS, On February 24, 2022, Russia launched a full-scale and 18
unprovoked aggression against Ukraine, escalating a war that began in 19
2014, in the largest attack on a European nation since World War II; 20
and 21
WHEREAS, Russia's actions have resulted in widespread civilian 22
casualties, mass displacement, destruction of critical 23

infrastructure, and many reports of war crimes and crimes 1
against humanity; and 2
WHEREAS, The people of Ukraine are courageously defending 3
their independence, democratic institutions, cultural identity, 4
and right to choose their own future as a sovereign nation;5
NOW, THEREFORE, BE IT RESOLVED, That the Washington State 6
Senate express its deepest sympathy and solidarity with the 7
people of Ukraine and with Ukrainian Americans, especially those 8
with loved ones in harm's way; and 9
BE IT FURTHER RESOLVED, That the Washington State Senate 10
commend the courage, resilience, and determination of the 11
Ukrainian people and their armed forces in defending their 12
nation and democratic future; and 13
BE IT FURTHER RESOLVED, That copies of this resolution be 14
transmitted to the President of the United States, the Secretary 15
of State, members of Washington state's congressional 16
delegation, the Ambassador of Ukraine to the United States, and 17
the Honorary Consulate of Ukraine in Seattle. 18
