Red = new code to be enacted WEST VIRGINIA LEGISLATURE 2026 REGULAR SESSION FISCAL NOTE Introduced House Bill 4175 By Delegates Horst, Crouse, and Mazzochi [Introduced January 14, 2026; referred to the Committee on Government Organization then Finance] A BILL to repeal §17C-16-1, §17C-16-2, §17C-16-3, §17C-16-4, §17C-16-5, §17C-16-6, §17C-16-7, §17C-16-8, and §17C-16-9 of the Code of West Virginia, 1931, as amended, relating to removing the requirement that automobiles be inspected. Be it enacted by the Legislature of West Virginia: ARTICLE 16. INSPECTION OF VEHICLES. §1. Repeal of article requiring that automobiles be inspected. That §17C-16-1, §17C-16-2, §17C-16-3, §17C-16-4, §17C-16-5, §17C-16-6, §17C-16-7, §17C-16-8, and §17C-16-9 of the Code of West Virginia, 1931, as amended, are repealed. NOTE: The purpose of this bill is to remove the requirement that automobiles be inspected. Strike-throughs indicate language that would be stricken from a heading or the present law and underscoring indicates new language that would be added.
