Red = new code to be enacted WEST VIRGINIA LEGISLATURE 2026 REGULAR SESSION Introduced House Bill 5291 By Delegates Hanshaw and Hornbuckle (By request of the Executive) [Introduced February 06, 2026; referred to the Committee on Finance] A BILL making a supplementary appropriation of public moneys out of the Treasury from the balance of moneys remaining unappropriated for the fiscal year ending June 30, 2026, to the Department of Administration, Board of Risk and Insurance Management – Premium Tax Savings Fund, fund 2367, fiscal year 2026, organization 0218 by supplementing and amending the appropriations for the fiscal year ending June 30, 2026. WHEREAS, The Governor has established that there now remains an unappropriated balance in the Department of Administration, Board of Risk and Insurance Management – Premium Tax Savings Fund, fund 2367, fiscal year 2026, organization 0218, that is available for expenditure during the fiscal year ending June 30, 2026, which is hereby appropriated by the terms of this supplementary appropriation bill; therefore Be it enacted by the Legislature of West Virginia: That the total appropriation for the fiscal year ending June 30, 2026, to fund 2367, fiscal year 2026, organization 0218, be supplemented and amended by adding a new item of appropriation as follows: Title II – Appropriations. Sec. 3. Appropriations from other funds. department ADMINISTRATION 193A - Board of Risk and Insurance Management – Premium Tax Savings Fund (W.V. Code Chapter 29) Fund 2367 FY 2026 Org 0218 Appro- Other priation Funds Directed Transfer 70000 $ 21,000,000 The above appropriation for Directed Transfer (fund 2367, appropriation 70000) shall be transferred to the Public Entity Insurance Trust Fund (fund 2363). NOTE: The purpose of this supplemental appropriation bill is to add a new item of appropriation in the aforesaid account for the designated spending unit for expenditure during the fiscal year 2026.
