to create
20.192 (1) (d) and 238.147 of the statutes;
relating to:

creating an innovation grant program for institutions of higher education and

making an appropriation.
Analysis by the Legislative Reference Bureau
This bill requires the Wisconsin Economic Development Corporation to establish and administer an Innovation Grant Program to provide to private nonprofit colleges funding for the development of new academic programs and community partnerships that are designed to meet workforce needs and infrastructure projects that benefit the broader public and that are designed to meet workforce needs. Under the bill, WEDC awards grants to these colleges to support the launch of innovative academic programs that are designed to meet workforce needs and infrastructure projects that benefit the larger public and that are designed to meet workforce needs, subject to the following limitations: 1) the grant recipient must provide matching funding; 2) the grant recipient must demonstrate a pathway for the academic program or infrastructure project to become self-sustaining; and 3) no more than 10 percent of the total amount of grants may be awarded to a single private nonprofit college.
For further information see the state and local fiscal estimate, which will be printed as an appendix to this bill.
The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:

Innovation grants.

(1)
In this section, “institution of higher

education” means a private nonprofit postsecondary institution that is a member of
14
the Wisconsin Association of Independent Colleges and Universities.

The corporation shall establish and administer an innovation grant

program to provide to institutions of higher education funding for the development
17
of new academic programs and community partnerships that are designed to meet
18
workforce needs or infrastructure projects that benefit the broader public and are
19
designed to meet workforce needs.

(3)
(a) Subject to pars. (b) and (c), from the appropriation under s. 20.192 (1)
21
(d), the corporation shall award grants to institutions of higher education to support
22
the launch of innovative academic programs that are designed to meet workforce

needs or infrastructure projects that benefit the public and are designed to meet
2
workforce needs.

(b) The board may award a grant under par. (a) to an institution of higher

education for an academic program or infrastructure project only if all of the
5
following apply:

1. The institution of higher education provides matching funding for the

academic program or infrastructure project in an amount at least equal to the
8
amount of the grant.

2. The institution of higher education demonstrates a pathway for the

academic program or infrastructure project, through tuition, fees, or other related
11
revenue, to become self-sustaining after the academic program or infrastructure
12
project is established.

(c) The board may not award a grant under par. (a) if the grant would result in
14
more than 10 percent of the total amount of the grants awarded under par. (a) being
15
awarded to a single institution of higher education.
