An Act

to create
20.235 (1) (dm) and 39.55 of the statutes;
relating to:

creating an undergraduate assistance grant program for students enrolled in

private nonprofit postsecondary institutions and making an appropriation.
Analysis by the Legislative Reference Bureau
This bill creates an undergraduate assistance grant program administered by the Higher Educational Aids Board. Under the bill, a student is eligible for a grant under the program if the student 1) is enrolled in an undergraduate program at a private nonprofit postsecondary institution headquartered in this state; 2) is a resident of this state; 3) has completed the federal Free Application for Federal Student Aid and does not qualify for a federal Pell grant; and 4) has a household income of less than $60,000. The bill provides $2,500,000 annually in funding for HEAB to award grants to eligible students for up to 10 semesters.

(1)
In this section,

“institution of higher education” means a private nonprofit postsecondary
14
institution that is headquartered in this state and that is accredited, as defined in s.
15
39.30 (1) (d).

The board shall establish and administer an undergraduate assistance

grant program to provide financial assistance to eligible undergraduate students.

(a) Subject to par. (b), a student is eligible to receive a grant under this
19
section if all of the following apply:

1. The student is enrolled in an undergraduate program at an institution of
21
higher education.

2. The student is a resident of this state, as determined according to the

criteria for determining bona fide residence in s. 36.27 (2) (e).

3. The student has completed the federal Free Application for Federal Student

(b) The board may not award a grant under this section to a student whose

name appears on the statewide support lien docket under s. 49.854 (2) (b), unless
7
the student provides to the board a payment agreement that has been approved by
8
the county child support agency under s. 59.53 (5) and that is consistent with rules
9
promulgated under s. 49.858 (2) (a).

(4)

(a) Subject to par. (b), from the appropriation under s. 20.235 (1) (dm), the
11
board may award grants to eligible students.

(b) The board may award a grant under this section to the same student for up
13
to 10 semesters of full-time enrollment or, as determined by the board, the
14
equivalent of 10 semesters of full-time enrollment. If the student receiving the
15
grant is enrolled less than full time in any semester or session, only the fraction of
16
the student’s enrollment, in proportion to full-time enrollment, shall be applied
17
toward this 10-semester limit.
