to create
253.087, 609.795 and 632.895 (15k) of the statutes;
relating

to:
postpartum home visits.

This bill requires hospitals to provide a postpartum home visit to a person who gives birth and the person’s infant within 14 days of the request if the person requests the postpartum home visit within 14 days from the day that the person gave birth. The postpartum home visit may be provided by a doula who has received training that meets standards established by the Wisconsin Doulas of Color Collective, or any successor organization, a licensed midwife, a licensed nurse-midwife, or any other licensed health care provider who may provide the postpartum home visit consistent with the provider’s scope of practice. The postpartum home visit may be provided directly by the hospital or through referral to or coordination with an authorized external provider.
Under the bill, the postpartum home visit is defined as a home visit to support recovery from childbirth and provide postpartum services, including physical recovery assessment, breastfeeding and infant feeding support, screening for maternal emotional wellness concerns, and connection to appropriate follow-up care when indicated. The bill prohibits hospitals from seeking payment from the person for services provided pursuant to the postpartum home visit. The bill also requires health insurance policies and self-insured governmental health plans that provide maternity coverage to provide coverage, without cost-sharing, for a postpartum home visit for each birth. Health insurance policies are known as disability insurance policies in the bill.
This proposal may contain a health insurance mandate requiring a social and financial impact report under s. 601.423, stats.
The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:

In this section:

(a) “Hospital” has the meaning given in s. 50.33 (2).

(b) “Postpartum home visit” means a home visit to a person who gives birth

and their infant to support recovery from childbirth and provide postpartum
6
services, including physical recovery assessment, breastfeeding and infant feeding
7
support, screening for maternal emotional wellness concerns, and connection to

appropriate follow-up care when indicated.

Each hospital shall provide for each person who gives birth all of the
10
following services upon request by the person if the person has given birth within
11
the preceding 14 days at the time of the request:

(a) Schedule a postpartum home visit for a date that is within 14 days from

the day that the person requests the postpartum home visit.

(b) Provide one postpartum home visit. The postpartum home visit may be
15
provided by a doula who has received training that meets standards established by
16
the Wisconsin Doulas of Color Collective, or any successor organization, a licensed
17
midwife, as defined in s. 440.9805 (2), a person licensed to engage in the practice of
18
nurse-midwifery under s. 441.15, or any other licensed health care provider who
19
may provide the postpartum home visit consistent with the provider’s scope of

practice. The postpartum home visit may be provided directly by the hospital or

through referral to or coordination with an external provider authorized under this
3
paragraph.
