An Act
to create
20.445 (1) (fb), 66.1012 and 106.50 (9) of the statutes;

relating to:
authorizing a city, village, town, or county to establish a fair
3
housing department to assist and educate residents and enforce local fair
4
housing ordinances, providing a grant program, and making an
5
appropriation.
Analysis by the Legislative Reference Bureau
This bill provides that a political subdivision, meaning a city, village, town, or county, may create a new department or designate an existing department to perform the following functions as a fair housing department: provide information to the public about individual and family rights under local, state, and federal housing antidiscrimination laws; assist residents of the political subdivision in filing complaints regarding discrimination in housing; and enforce local ordinances regarding discrimination in housing. The bill also requires the Department of Workforce Development to establish a program to award grants to political subdivisions to create or designate fair housing departments. The bill includes a $10,000,000 continuing appropriation for the grant program. Under the bill, DWD must divide the state into regions based on the regions established by the Wisconsin Housing and Economic Development Authority under the Infrastructure Access Program. Of the total amount awarded in grants under the bill, no region may receive more than 12.5 percent of those moneys in grants awarded under the bill. Under the bill, the grant program sunsets on June 30, 2029.

Definitions.

(a) “Discriminate” has the meaning given in s. 106.50 (1m) (h).

. A political subdivision may create a

functions as a fair housing department:

(a) Provide outreach and public education about the rights of individuals and

families regarding discrimination in housing under local ordinances and state and

federal laws.

complaints about violations of the rights of individuals and families under state and

federal law and local ordinances regarding discrimination in housing.

Local fair housing grant pilot program.
(a) From the

appropriation under s. 20.445 (1) (fb) the department may award grants to a
10
political subdivision to create or designate a local fair housing department under s.

66.1012.

(b) A grant application under this subsection shall include a plan for the
13
creation or designation of a local fair housing department under s. 66.1012.

(c) The department may not award a grant under this subsection to a political
15
subdivision if the political subdivision is included in the jurisdiction of a local fair
16
housing department that has previously received a grant under this subsection.

(d) The department shall divide the state into regions based on the regions
18
established under s. 234.66 (4) (f). Of the total amount awarded in grants under
19
this subsection, no region may receive more than 12.5 percent of those moneys in
20
grants awarded under this subsection.

(e) A political subdivision that receives a grant under this subsection may use
22
the grant moneys only to directly support the creation or designation of a local fair
23
housing department under s. 66.1012.
