165.88 (3m) (d);

relating to:
grants for technical colleges to provide mapping

data to law enforcement.
Analysis by the Legislative Reference Bureau
Under current law, the Department of Justice awards grants to school boards and governing bodies of private schools to assist them in submitting interactive critical mapping data for each school building and facility in the district to law enforcement agencies and the Office of School Safety in DOJ. This bill requires OSS to award grants to technical college district boards so they may submit interactive critical mapping data for each of their technical college buildings to law enforcement agencies and OSS.

The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:

Grants to technical colleges for interactive critical

(a) In this subsection:

1. “District board” has the meaning given in s. 38.01 (6).

2. “Interactive critical mapping data” has the meaning given in sub. (3m) (ac).

(b) The office of school safety shall award grants to district boards to be used
6
to submit interactive critical mapping data of the district boards’ technical college
7
buildings to each local law enforcement agency with jurisdiction and to the office of
8
school safety.

(c) The office of school safety shall accept applications for the grants under
10
this subsection from the president of the technical college system board, who shall
11
work jointly with the district boards and the local law enforcement agencies with
12
jurisdiction to apply for the grants.

(d) Grant moneys awarded under this subsection shall be used for site-specific
14
interactive critical mapping data to enhance security and increase situational
15
awareness for first responders. Any interactive critical mapping data created with
16
grant money under this subsection shall be compatible with platforms and
17
applications used by local, state, and federal public safety officials; may not require
18
local, state, or federal public safety officials or district boards to purchase additional
19
software; and shall include information that can best assist first responders in an
20
emergency, such as building numbers, floors, suite designations, room numbers, or
21
other available relevant location information.
