An Act

to create
84.01 (39) of the statutes;
relating to:
a public information

campaign related to aggressive driving and making an appropriation.
Analysis by the Legislative Reference Bureau
This bill requires the Department of Transportation to conduct a public information campaign designed to reduce the incidence of excessive speeding, illegal racing, illegal fleeing or attempting to elude law enforcement officers, and other aggressive driving behaviors (aggressive driving). The campaign must prioritize engagement in political subdivisions in which incidents of aggressive driving are the highest, as determined by DOT. The bill provides $500,000 in the 2025-27 fiscal biennium for the public information campaign.

The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:

Aggressive driving reduction campaign.
(a) In this subsection:

1. “Political subdivision” means a city, village, town, or county.

2. “Subject audience” means individuals at high risk of engaging in conduct

described in par. (b).

(b) Subject to par. (c), the department shall conduct a public information
4
campaign designed to reduce the incidence of excessive speeding, illegal racing,
5
illegal fleeing or attempting to elude law enforcement officers, and other aggressive
6
driving behaviors.

(c) The department shall do all of the following with regard to the public
8
information campaign under par. (b):

1. Ensure that the campaign runs for not less than one year nor more than 2
10
years.

2. Prioritize engagement in political subdivisions in which incidents of
12
excessive speeding, illegal racing, illegal fleeing or attempting to elude law
13
enforcement officers, and other aggressive driving behaviors are the highest, as
14
determined by the department.

3. Make use of billboard, radio, television, and digital advertising.

4. For each political subdivision in which the campaign runs, to the extent
17
feasible, prioritize contracting with creative agencies, nonprofit organizations, and
18
media firms with principal places of business in the political subdivision or an
19
immediately adjacent political subdivision to create and distribute campaign
20
materials.

5. Prioritize featuring stories from individuals affected by the conduct
22
described in par. (b), including young drivers, law enforcement officers, and
23
individuals and family members of individuals who were injured because of conduct
24
described in par. (b).

6. Attempt to influence the subject audience. In satisfying this subdivision,

the department shall prioritize partnering with persons and organizations likely to
3
influence the subject audience, including barbershops, schools, churches,
4
community organizations, and media influencers, and shall prioritize the use of
5
materials that reflect the experiences and background of the subject audience.

(d) The department may combine the public information campaign under par.

(b) with any other public information campaign in which the department
8
participates.

(e) In the 2025-27 fiscal biennium, the department shall expend not less than

$500,000 on the public information campaign under par. (b).
