An Act
to create
301.03 (17m) of the statutes;
relating to:
Department of

Corrections reporting of complaints in state correctional institutions and
3
making an appropriation.
Analysis by the Legislative Reference Bureau
This bill requires the Department of Corrections to establish and maintain on its website an interactive reporting system that is updated every 72 hours and that reports all of the following complaint data for each state correctional institution:
1. The total number of complaints filed in the current calendar year.
2. For every complaint filed, all complaint data, disaggregated, in a format that is searchable by each category of information contained in the complaint and that does not contain any personally identifying information for an inmate or employee of the state correctional institution.
The reporting system must be established within six months of the bill’s passage.
For further information see the state fiscal estimate, which will be printed as an appendix to this bill.
The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:

no later than the first day of the 7th month beginning after the effective date of this
15
subsection.

In the schedule under s. 20.005 (3) for the appropriation to the
19
department of corrections under s. 20.410 (1) (a), the dollar amount for fiscal year
20
2025-26 is increased by $70,000 to establish and operate the reporting system
21
under s. 301.03 (17m). In the schedule under s. 20.005 (3) for the appropriation to
22
the department of corrections under s. 20.410 (1) (a), the dollar amount for fiscal
1
year 2026-27 is increased by $30,000 to operate the reporting system under s.
2
301.03 (17m).
