An Act
to create
343.178 and 343.50 (4r) of the statutes;
relating to:
caregiver

records maintained by the Department of Transportation.
Analysis by the Legislative Reference Bureau
This bill requires the Department of Transportation to inquire whether an applicant for an operator’s license or identification card wants to provide names and contact information for up to three individuals for whom the applicant is the primary caregiver. If an applicant provides contact information, DOT must record that information in DOT’s file for the applicant. DOT must provide a method for a law enforcement agency that identifies a person to electronically request and automatically receive the contact information recorded in the person’s file, as well as any emergency contact information recorded in the person’s file.

The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:

Caregiver information.
(1)
In this section:

(a) “Caregiver” has the meaning given in s. 46.90 (1) (an).

(b) “Law enforcement agency” has the meaning given in s. 165.83 (1) (b).

As part of every application for an original, duplicate, reinstated, reissued,

or renewal license or endorsement, the department shall inquire whether the
5
applicant wants to provide names and contact information for not more than 3
6
individuals for whom the applicant is the primary caregiver. The department shall
7
make available on its website and at each local examining center a separate form on
8
which an applicant may provide the contact information. If an applicant provides
9
contact information under this section, the department shall record the information
10
in its file for the person. The department shall provide a method for a law
11
enforcement agency that reasonably identifies a person to electronically request
12
and automatically receive the information recorded in the person’s file under this
13
section and any emergency contact information recorded in the person’s file under
14
s. 343.177. The department may not disclose any information provided by an
15
applicant under this section to any person except the applicant or a law
16
enforcement agency as provided in this section.
