An Act
to create
20.255 (3) (cm) and 115.448 of the statutes;
relating to:

grants to school counselors, granting rule-making authority, and making an
3
appropriation.
Analysis by the Legislative Reference Bureau
This bill requires the Department of Public Instruction to create a program under which DPI provides grants to school counselors for the costs of continuing education and training in mental and behavioral health. Under the bill, a school counselor is defined as an individual who holds a school counselor license issued by DPI and is required to hold that license for purposes of the individual’s employment.
For further information see the state fiscal estimate, which will be printed as an appendix to this bill.
The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:

In this section, “school counselor”

means an individual who holds a license issued by the department under s. PI

34.059, Wis. Adm. Code, and is required to hold that license for purposes of the

individual’s employment.

Beginning in the 2026-27 school year, the department shall develop and
15
implement a program to award grants to school counselors for the costs of
16
continuing education and training in mental and behavioral health.

The department shall promulgate rules to implement and administer this
