An Act

to create
100.72 of the statutes;
relating to:
the use of live animals in

medical training and providing a penalty.
Analysis by the Legislative Reference Bureau
This bill prohibits an educational institution from using live animals to train medical students, residents, fellows, interns, or physicians in the medical treatment of human beings if 1) at least one other accredited training program in the same medical discipline does not use live animals or 2) there is an alternate teaching method or accredited course that provides equivalent training without the use of live animals. A person who violates this prohibition must forfeit $1,000 for each live animal used.
The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:

Use of live animals in medical training.

(1)
An educational

institution may not use live animals in this state to train medical students,
1
residents, fellows, interns, or physicians in the medical treatment of human beings
2
if any of the following applies:

(a) At least one other accredited training program in this state in the same
4
medical discipline does not use live animals.

(b) There is an alternate teaching method or accredited course that provides
6
equivalent training without the use of live animals, which alternate teaching
7
method may include human cadavers, high-fidelity synthetic simulators, virtual
8
reality models, or other alternatives modeled on human anatomy.

Any person who violates sub. (1) shall be required to forfeit $1,000 for each

live animal used in violation of sub. (1).
