An Act
to create
5.05 (11r) and 20.510 (1) (ff) of the statutes;
relating to:

grants for the purchase of election supplies and equipment and making an
3
appropriation.
Analysis by the Legislative Reference Bureau
This bill authorizes the Elections Commission to award grants to municipalities for the purchase of election supplies and equipment, including electronic poll books and accessibility supplies and equipment. Under the bill, a municipality must apply for a grant no later than 180 days before a general election and agree to have the commission conduct at least one random inspection of the supplies and equipment that the municipality purchases with the grant moneys.
The bill also allows a county to apply for a grant on behalf of a municipality located in the county, and the county may administer the grant if authorized by the municipality. Under the bill, no grant may be less than $250. In addition, the bill requires the commission to conduct an audit of the grant program no later than 90 days after each general election and submit an audit report to the legislature.

The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:

Aids to municipalities for the purchase of election supplies

and equipment.
(a) From the appropriation under s. 20.510 (1) (ff), the

commission may award grants to municipalities for the purchase of election
5
supplies and equipment, including electronic poll books and accessibility supplies
6
and equipment. In each biennium, the commission may award grants under this
7
subsection in the following amounts:

1. No more than $2,500,000 to municipalities with a population exceeding
9
250,000.

2. No more than $1,000,000 to municipalities with a population exceeding

100,000, but not exceeding 250,000.

3. No more than $500,000 to municipalities with a population exceeding

50,000, but not exceeding 100,000.

4. No more than $250,000 to municipalities with a population not exceeding

50,000.

(b) Except as provided in par. (c), a municipality may apply to the commission
17
for a grant under this subsection in the manner determined by the commission, but
18
an application must be received no later than 180 days before any general election
19
conducted in the municipality. No municipality may receive a grant under this
20
subsection unless the municipality enters into an agreement with the commission
21
to have the commission conduct at least one random inspection of the supplies and
22
equipment that the municipality purchases with the grant moneys. Any grant

awarded to a municipality under this subsection shall be no less than $250. The
2
commission shall complete an audit of the grant program no later than 90 days

after each general election and submit an audit report to the legislature under s.

(c) A county may apply for a grant under this subsection on behalf of a
