Analysis by the Legislative Reference Bureau
Under current law, there is the Office of School Safety in the Department of Justice. The office must create model practices for school safety, compile blueprints and interactive critical mapping data of schools for law enforcement agencies, award grants to schools to improve school safety and to create interactive critical mapping data, and train school staff on school safety. This bill expands the office to include technical colleges. Under the bill, the office creates model practices for campus safety, compiles blueprints and critical mapping data of campuses for law enforcement agencies, awards grants to improve campus safety and to create interactive critical mapping data, and trains staff on campus safety.
Current law requires each school board and the governing body of each private school to have in effect a school safety plan and to submit a copy of the most recent blueprints or critical incident mapping data of the school to each local law enforcement agency with jurisdiction over the school and to the Office of School Safety. The bill requires each technical college to have a campus safety plan that includes 1) an individualized safety plan for each campus building and facility that is regularly occupied by students; 2) general guidelines specifying procedures for emergency prevention and mitigation, preparedness, response, and recovery; and 3) guidelines and procedures to address campus violence and attacks, threats of campus violence and attacks, fire, weather-related emergencies, and intruders. The technical college district board determines who is required to receive campus safety plan training and the frequency of the training. Each technical college must submit blueprints or interactive critical mapping data for campus buildings and facilities to local law enforcement agencies and to the Office of School Safety. Campus safety plans must be filed annually with the Office of School Safety and must be reviewed and approved at least once every three years.

(a) Each district board shall establish,

maintain, and have in effect a campus safety plan for the technical colleges of the

district.

(b) A campus safety plan shall be created with the active participation of
9
appropriate parties, which may include the department of justice, local law
10
enforcement officers, firefighters, instructors and other staff, students, and mental
11
health professionals. Before creating or updating a campus safety plan, a district
12
board shall, in consultation with a local law enforcement agency, conduct an on-site
13
safety assessment of campus buildings and facilities regularly occupied by students.

(c) A campus safety plan shall include all of the following:

real property related to the campus building or facility that is regularly occupied by

of campus violence and attacks, bomb threats, fire, weather-related emergencies,

intruders, parent-student reunification, and threats to non-classroom events,

including performances, athletic events, and any other extracurricular activity or

(d) A district board shall determine which persons are required to receive
13
campus safety plan training and the frequency of the training. The training shall
14
be based upon the district board’s prioritized needs, risks, and vulnerabilities.

(e) 1. In this paragraph, “interactive critical mapping data” has the meaning
16
given in s. 165.88 (3m) (ac).

2. Upon the creation of a campus safety plan and upon each review of a
18
campus safety plan under par. (g), a district board shall submit a copy of the most
19
recent blueprints or interactive critical mapping data for each campus building and
20
facility to each local law enforcement agency with jurisdiction over any portion of
21
the campus and to the office of school safety.

(f) A district board may not include in a campus safety plan any of the

following:

1. A requirement for an employee to contact any district board administrator
2
before calling the telephone number “911.”

2. A prohibition against an employee reporting campus violence or a threat of

campus violence directly to a law enforcement agency.

6
activity directly to a law enforcement agency.

(g) Each district board shall review and approve its campus safety plan at
8
least once every 3 years after the plan goes into effect.

(h) Before January 1, 2027, and before each January 1 thereafter, each
10
district board shall file a copy of its campus safety plan with the office of school
11
safety. At the time the district board files a campus safety plan, the district board
12
shall also submit all of the following to the office of school safety:

1. The date of the most recent training on campus safety required under par.

(d) and the number of attendees.

2. The most recent date on which the district board reviewed and approved

the campus safety plan.

(b) The department of justice, in consultation with the department of public

instruction, shall develop a plan for use in awarding grants under this subsection.

The department of justice shall include in the plan a description of what types of
7
expenditures are eligible to be funded by grant proceeds. Eligible expenditures

shall include expenditures to comply with the model practices created in s. 165.28

applications used by local, state, and federal public safety officials; may not require
13
local, state, or federal public safety officials
, school districts,
or

grant recipients
to purchase additional software; and shall include information that
15
can best assist first responders in an emergency, such as building numbers, floors,
16
suite designations, room numbers, or other available relevant location information.
