An Act
to create
103.66 (1) (c) of the statutes;
relating to:
allowing

employment of minors in the operation of a pizza-dough roller.
Analysis by the Legislative Reference Bureau
Current law allows the Department of Workforce Development to set minimum ages for hazardous employment for minors. Under that authority, DWD has, by rule, prohibited all minors from being employed in certain duties related to the operation of power-driven bakery machines. This bill requires DWD to allow minors 16 years of age or older to operate a pizza-dough roller in the course of employment if certain safety standards are met and the minor does not set up, adjust, repair, oil, or clean the pizza-dough roller.

The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:

(c) Permit the employment of a minor 16 years of age or over to

operate a pizza-dough roller in the course of employment if the safeguards described

in
29 CFR 570.62 (b) (2
) are met and the following conditions apply:

1. The design of the pizza-dough roller prevents fingers, hands, and clothing
4
from being caught in the pizza-dough rollers.

2. The gears of the pizza-dough roller are completely enclosed.

3. The machine has microswitches that disengage the machinery if the backs

or sides of the pizza-dough rollers are removed.

4. All safeguards described in subds. 1. to 3. are present on the machine and

operational and have not been overridden.

5. The minor does not set up, adjust, repair, oil, or clean the pizza-dough

roller.
