Whereas, on September 25, 1789, the Bill of Rights was proposed by the U.S.

Congress and, led by the First Amendment, has both been a pillar of our nation's
5
government and provided a framework for the American project that continues to
6
this day; and

Whereas, the First Amendment to the Constitution specifies that Congress
8
shall make no law respecting an establishment of religion or prohibiting the free
9
exercise thereof; or abridging the freedom of speech, or of the press; or the right of
10
the people peaceably to assemble, and to petition the Government for a redress of

grievances; and

Whereas, throughout our nation’s history, the First Amendment has allowed

citizens to express their grievances and speak both truthfully and honestly, without
14
fear of government interference; and

Whereas, the powers enumerated by the First Amendment allowed significant

historical progress, such as the Abolitionist, Civil Rights, and Women’s Suffrage

movements; and

Whereas, advances in technology have enabled the public to express

themselves in an unprecedented capacity through social media, and the First

Amendment continues to protect their right to speak freely; and

Whereas music, film, literature, comedy, and other forms of art are also

Whereas, we must never forget the recognition by the framers of the U.S.

Constitution that free speech is fundamental to a thriving democracy; and
