Whereas, in 2023, there were 15.8 million veterans in the United States and

323,724 veterans in the state of Wisconsin; and

Whereas, veterans can experience high levels of stress when transitioning
6
from military to civilian life and do not always receive the resources, benefits, and
7
services that they need; and

Whereas, veterans have higher rates of posttraumatic stress disorder,
9
depression, alcohol abuse, and other mental health issues compared to
10
nonveterans; and

Whereas, many veterans encounter stigmas associated with seeking mental
12
health care and difficulty accessing mental health resources when needed; and

Whereas, the confluence of these problems contributes to the alarming suicide
14
rate of veterans every year; and

Whereas, in 2022, suicide was the 12th-leading cause of death for veterans
2
overall and the second-leading cause of death for veterans under the age of 45; and

Whereas, in 2022, there were 6,407 veteran suicides and an average of 17.6

veteran suicides per day; and

Whereas, in 2023, there were 134 veteran suicides in Wisconsin alone, which

accounted for 15 percent of all adult suicides in the state, even though veterans only
7
make up around 5 percent of the state’s adult population; and

Whereas, the U.S. Department of Veterans Affairs designated veteran suicide
9
prevention as its highest clinical priority in the department’s FY 2018-2024
10
Strategic Plan; and

Whereas, the Wisconsin Department of Veterans Affairs operates the

Veterans Crisis Line, which provides confidential support for veterans in need 24
13
hours a day, 7 days a week, 365 days a year; and

Whereas, to honor veterans, highlight the mental health challenges that
15
veterans face, and promote suicide prevention and support services for veterans,
16
the Wisconsin Legislature has the opportunity to bring awareness to this vital
17
issue; now, therefore, be it

the members of

the Wisconsin State Legislature proclaim November 2025 as Veteran Mental
20
Health and Suicide Awareness Month and commend Wisconsin’s veterans for their
