Relating to:
condemning the actions of the Russian Federation in Ukraine,
2
including the illegal abduction and forcible transfer of Ukrainian children to
3
Russia.

Whereas, on January 12, 1951, the Convention on the Prevention and
5
Punishment of the Crime of Genocide (commonly known as the ‘‘Genocide
6
Convention’’), of which the Russian Federation is a party, came into effect; and

Whereas, on February 24, 2022, the Russian Federation escalated its eight-
8
year-long occupation of sovereign Ukrainian territory by launching an unprovoked
9
large-scale invasion of Ukraine; and

Whereas, on March 9, 2022, Russian Forces attacked a maternity hospital in
11
Mariupol, Ukraine, resulting in the deaths of five individuals and injuries to 17
12
other individuals; and

Whereas, forcibly transferring children of one group to another group is a
14
violation of Article II (e) of the Genocide Convention; and

Whereas, Maria Lvova-Belova, Children’s Rights Commissioner for the
2
President of Russia, admitted to abducting and forcibly transferring Ukrainian
3
children and facilitating forced adoptions to Russian families; and

Whereas, Ukrainian authorities have stated that a number of the abducted
5
and forcibly transferred Ukrainian children have families who remain in Ukraine,
6
but have been separated due to the renewed Russian invasion; and

Whereas, on June 16, 2022, Russian authorities announced that children born
8
in occupied Ukrainian territories after the February 24, 2022, invasion will be
9
deemed Russian citizens; and

Whereas, on July 11, 2022, United Nations Secretary General António
11
Guterres ordered an investigation into the deaths and injuries of Ukrainian
12
children; and

Whereas, on July 13, 2022, then Secretary of State Antony J. Blinken issued a
14
statement calling upon Russia to ‘‘immediately halt its systemic filtration
15
operations in Ukraine,’’ which have caused the disappearance, detention, or forcible
16
deportation of between 900,000 and 1,600,000 Ukrainians; and

Whereas, on February 14, 2023, a report by the Yale Humanitarian Research
18
Lab identified at least 32 facilities in Russia-occupied Crimea or Russia involved in
19
systematic academic, cultural, patriotic, and military re-education of Ukrainian
20
children; and

Whereas, on January 25, 2025, then Chairman of the House Foreign Affairs
22
Committee Michael T. McCaul stated that more than 260,000 children have been
23
abducted by Russia, citing U.S. intelligence estimates; now, therefore, be it

Resolved by the
assembly
, the
senate
concurring, That:
the Wisconsin
1
Legislature (1) declares that the abduction and forcible transfer of children and
2
facilitation of illegal adoptions is contrary to Russia’s obligations under the
3
Genocide Convention and amounts to genocide; (2) further declares that the
4
Russian Federation is attempting to wipe out a generation of Ukrainian children,
5
thereby crippling Ukraine’s ability to nurture the next generation of Ukrainian
6
citizens and leaders and to rebuild their country after Russia’s unprovoked war,
7
with the purpose of demolishing Ukraine’s unique language, culture, history, and
8
identity; (3) notes with concern that the invasion of Ukraine by the Russian
9
Federation has significantly increased the risks of children being exposed to human
10
trafficking and exploitation, child labor, gender-based violence, hunger, injury,
11
trauma, deprivation of education and shelter, and death; and (4) holds the
12
Government of the Russian Federation, under the leadership of Vladimir Putin,
13
responsible for the wrongful and illegal abduction, forcible transfer, and subsequent
14
illegal adoption and indoctrination of children from Ukraine and officially
15
condemns these actions in the strongest terms.
