Whereas, the Trump Administration, under the discretionary action of United

States Treasury Secretary Scott Bessent, has finalized a $20 billion bailout of

Argentina; and

Whereas, this bailout will entail a currency swap of 20 billion United States

dollars for Argentine pesos, thus yielding little direct economic gain for the United
7
States; and

Whereas, at a time when the federal government is operating under a

shutdown, the United States Treasury is prioritizing a foreign nation over its own;

Whereas, United States investment has allowed Argentina to waive their

tariffs on agricultural exports, including soybeans, effectively undercutting

Wisconsin farmers in international markets; and

Whereas, in 2024, Wisconsin soybean production was a $1.3 billion industry;

Whereas, the trade war with China continues to harm our 16,000 Wisconsin

soybean farmers, preventing them from having any trade relationship with the

leading global consumer of soybeans; and

Whereas, China has now committed to buying soybeans from Argentina rather

than Wisconsin farmers; and

Whereas, President Trump has described the trade war with China as

“punishment to our farmers” and stated that he will “not allow that to happen,” yet

Wisconsin farmers continue to experience economic burden as nothing is done; and

Whereas, the Trump administration has claimed to put Americans first, but

its recent actions have instead put Wisconsin farmers last; now, therefore, be it
